Accordingly, from the beginning of 2023 to now, the Provincial Ethnic Committee has focused on implementing ethnic programs and policies and achieved certain results. Such as implementing the "National target program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I: From 2021 to 2025", it advised the Provincial People's Committee to submit to the Provincial People's Council to issue 3 Resolutions. Including Resolution No. 11/NQ-HDND, Resolution No. 27/NQ-HDND, Resolution No. 28/NQ-HDND on capital plan and budget for implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas in Binh Thuan. On that basis, the Ethnic Committee also advised the Provincial People's Committee to issue decisions related to the allocation of budget estimates and budget estimates for program implementation.
Training, dissemination and information provision for prestigious people in ethnic minority areas in 2023.
In recent times, the work of planning and organizing training courses has always been of interest to the Provincial Ethnic Committee to deploy to relevant subjects. Such as training knowledge, improving capacity for the team of cadres, civil servants working on ethnic affairs, the team of reporters, propagandists participating in the implementation of the project on Reducing the situation of early marriage and consanguineous marriage in ethnic minority areas for target groups 3 and 4 (Sub-project 2, Project 9). Next is disseminating, educating the law and propagandizing, mobilizing people in ethnic minority and mountainous areas (Content No. 2, Sub-project 1, Project 10), fostering ethnic knowledge (Sub-project 2, Project 5). At the same time, promoting the development of communication programs on the National Target Program on socio-economic development of ethnic minority and mountainous areas on radio, television, newspapers, etc.
Up to now, the implementation of the process of reviewing and recognizing the list of prestigious people in ethnic minority areas of Binh Thuan province for the period of 2023 - 2027 in accordance with the list of administrative procedures under the authority of the Provincial Ethnic Committee has also been deployed. Along with that, the Provincial People's Committee has advised the Provincial People's Committee to issue Decisions on recognizing the list of 87 prestigious people in ethnic minorities in the province for the period of 2023 - 2027. At the same time, coordinate with the People's Committees of districts to select delegates who are prestigious people to officially attend and propose the Minister, Chairman of the Ethnic Committee to consider awarding Certificates of Merit at the "Program to commend and honor advanced models who are prestigious people in ethnic minorities nationwide in 2023". This year, the Provincial Ethnic Committee also organized training courses to foster knowledge and skills and brought prestigious people in ethnic minorities to visit and learn from experiences in other provinces and cities.
Implementing the Resolution of the Provincial People's Council on Regulations on support policies for ethnic minority students in Binh Thuan, the Ethnic Committee has received and processed 46 dossiers/689 million VND. With the policy of supporting investment in production development and forest protection management contracting for ethnic minority areas in the province for the period 2021 - 2030, it also coordinated with the Provincial People's Committee to issue a Decision on allocating funds for the first phase in 2023 (11,736 million VND/39,120 ha with 1,304 households contracted for forest protection). On the other hand, it also directed the Mountain Service Center to register for advance investment in hybrid corn and wet rice production of ethnic minority households with an investment value of more than 9.8 billion VND. In addition, focus on providing adequate seeds, materials, and goods to localities to promptly serve the production season of the people and organize purchasing, payment, and debt collection for rubber investment in the 2023-2024 crop year... Regarding the organization of bidding for the purchase of materials and goods for production according to the provisions of the Bidding Law, up to now, the functional unit has successfully conducted bidding for 3 packages including CP 511 corn seeds, NK 7328 corn seeds, Urea fertilizer, and organized online bidding for packages to purchase fertilizers and CP corn seeds of all kinds.
In the remaining months of 2023, the Ethnic Committee will continue to organize, deploy, fully and timely advise on reports according to the direction of the Ethnic Committee, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee on contents related to ethnic affairs and ethnic policies. At the same time, focus on effectively implementing local policies such as: Policy to support investment in production development and forest protection contracts for ethnic minority areas in the province for the period 2021 - 2030; Support policy for students; Infrastructure investment program for ethnic minority areas... At the same time, continue to direct the Mountain Service Center to effectively implement policies to support production development in order to promptly provide seeds, fertilizers, and pesticides for production and product consumption. Thereby creating conditions for production development for ethnic minority and mountainous areas and guiding people to effectively convert crop and livestock structures, suitable for each locality...
In the last quarter of this year, the Provincial Ethnic Committee will also maintain and effectively implement coordination programs between the unit and related departments, branches, sectors and localities. Continue to monitor and urge the implementation of the policy of exchange and twinning between departments, branches and armed forces at the provincial and district levels with purely ethnic minority communes and mixed ethnic minority villages.
