On the morning of September 6, in Ninh Binh city, the Provincial Department of Population and Family Planning held the opening ceremony of a training course to improve the capacity of grassroots health and population staff in 2023 for nearly 200 people, including leaders and staff of the Population/Reproductive Health Department of districts and cities and health and population staff of communes, wards and towns in the province. Attending the training session were leaders of the Department of Health.
In recent years, the province's population and family planning work has achieved many important achievements, gradually shifting the focus from population and family planning to population and development, creating consensus among the people, promoting the advantages of the golden population structure, improving population quality, and some annual population targets reaching and exceeding the plan.
However, the province's population work also faces many difficulties and challenges that need to be addressed, namely Ninh Binh is one of 33 provinces with a high birth rate in the country (birth rate over 2.2 children/woman); although the population quality has been improved, it still does not meet the requirements and is not sustainable, especially in remote, rural and coastal areas; knowledge, propaganda and mobilization skills of population officers are still limited.
According to the plan of the Provincial Department of Population and Family Planning, from September 6 to 9, 4 training courses will be organized: On birth rate adjustment for district-level health-population staff; on birth rate adjustment for health-population staff of 143 commune, ward and town health stations; on the program of screening and diagnosing some prenatal and neonatal diseases for health-population staff of 143 commune, ward and town health stations; and a training course on news and article writing skills for health-population staff of commune health stations.
The training program is a practical and useful activity for the professional practice of medical and population staff at the grassroots level, contributing to the successful implementation of Resolution 21-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on population work in the new situation, which is to shift the focus of population policy from family planning to population and development in order to comprehensively and synchronously solve issues of population size, structure, distribution, and quality and place them in a reciprocal relationship with socio-economic development.
At the same time, it aims to contribute to the successful implementation of the goal of maintaining a stable replacement fertility rate nationwide, striving to increase fertility in localities with low fertility rates, reduce fertility in localities with high fertility rates, contributing to the successful implementation of the Vietnam Population Strategy to 2030.
