At the invitation of Prime Minister Pham Minh Chinh, Prime Minister of the Republic of Belarus Roman Golovchenko paid an official visit to Vietnam from December 6-9, 2023.
On the morning of December 8, after the official welcoming ceremony at the Presidential Palace, Prime Minister Pham Minh Chinh held talks with Prime Minister Roman Golovchenko.

At the talks, on behalf of the Government and people of Vietnam, Prime Minister Pham Minh Chinh warmly welcomed Prime Minister Roman Golovchenko on his official visit to Vietnam and believed that the first visit to Vietnam by the head of the Belarusian Government in the past 12 years would create new momentum for developing relations between the two countries in all fields.

Belarusian Prime Minister Roman Golovchenko expressed his delight at his first official visit to Vietnam; highly appreciated the achievements in socio-economic development that Vietnam has achieved in recent times; affirmed that Belarus treasures the good traditional friendship between the two countries and considers Vietnam a priority partner of Belarus in Southeast Asia.
During the talks, the two Prime Ministers informed each other about the situation in each country, discussed directions for promoting bilateral relations, and agreed on many specific measures to deepen cooperation in a practical and effective manner, as well as discussed regional and international issues of mutual concern.

Prime Minister Pham Minh Chinh and Prime Minister Roman Golovchenko affirmed the importance of maintaining contacts at all levels, especially at high levels, through all channels, as well as between ministries, sectors and localities; effectively promoting existing cooperation mechanisms with measures appropriate to the situation and conditions of each country.
The two sides agreed to continue promoting the tradition of close coordination and mutual support at multilateral forums, especially the United Nations. Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to act as a bridge for Belarus to strengthen cooperation with ASEAN and asked Belarus to support the stance of Vietnam and ASEAN on the East Sea issue.
The two Prime Ministers highly appreciated the positive developments in economic, trade and investment cooperation in recent times, including the implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union (EAEU), of which Belarus is a member; affirmed that the two countries need to further exploit the space and potential for bilateral cooperation.
Prime Minister Pham Minh Chinh welcomed the results of the Vietnam-Belarus Business Forum held in Ho Chi Minh City on December 7 within the framework of his visit, which attracted more than 100 businesses from both countries; expressed his delight at the fact that the investment project "MAZ Automobile Manufacturing and Assembly Plant" of Belarus in Hung Yen province worth 15 million USD is currently operating effectively; and researched the establishment of production joint ventures in both Vietnam and Belarus in industries suitable to the potential and needs of both sides.
The two sides agreed to make efforts to increase turnover and create conditions for goods to access each other's markets, including agricultural, aquatic, seafood products, dairy products, agricultural fertilizers, tractors, etc.
In addition, the two sides agreed to expand cooperation to potential areas such as information technology, digital transformation, education and training, scientific research, culture, tourism, and people-to-people exchange; highly appreciated the signing of a cooperation agreement between Hanoi and Minsk within the framework of the visit; welcomed the signing of the Intergovernmental Agreement on Cooperation in the Field of Education in June 2023, contributing to enhancing the exchange of students, lecturers and experts in areas of mutual need.

The two Prime Ministers also expressed hope that the signing of a bilateral visa exemption agreement for ordinary passport holders during their visit to Vietnam and the 2023-2025 Cultural Cooperation Program signed in May 2023 will contribute to enhancing cooperation in the fields of tourism, culture, and people-to-people exchange between the two countries.
Prime Minister Pham Minh Chinh thanked the leaders and Government of Belarus for their attention to the Vietnamese community living, working and studying stably in Belarus in recent times and asked the Government of Belarus to continue creating favorable conditions for the Vietnamese community in Belarus.
After the talks, the two leaders witnessed the signing of bilateral cooperation documents including: (1) Agreement on the transfer of sentenced persons for further execution of sentences; (2) Agreement on visa exemption for ordinary passport holders; (3) Memorandum of Understanding on cooperation and information exchange in the field of nuclear safety and radiation protection; (4) Cooperation agreement on the official dissemination of Vietnamese national standards in Belarus./.
