Along with the strong urbanization process and facing new development requirements, planning and expanding the administrative boundaries of Thanh Hoa City has become an inevitable requirement. To enhance the role and position of the provincial center of a large province, on August 5, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 795/QD-TTg recognizing Thanh Hoa city as meeting the criteria of a type I urban area. This is an event of special significance, a milestone that opens up a new vision, new opportunities, creating new positions and strengths for Thanh Hoa city to develop more strongly and comprehensively in the future.
Starting from the important milestone in 1994, the Prime Minister signed Decree No. 37/CP-TTg upgrading Thanh Hoa town to a city with 15 wards and communes and recognizing Thanh Hoa city as a type III urban area under the province. By 2004, Thanh Hoa city was recognized as a type II urban area. 8 years later, on February 29, 2012, the Government issued Resolution 05/NQ-CP on adjusting the administrative boundaries of Hoang Hoa, Thieu Hoa, Dong Son, and Quang Xuong districts to expand the administrative boundaries of Thanh Hoa city. After the expansion, Thanh Hoa city has 37 administrative units, including 14 wards and 23 communes. In 2014, the city was recognized by the Prime Minister as a type I urban area. Most recently, on December 9, 2020, the National Assembly Standing Committee issued Resolution 1108/NQ-UBTVQH14 on the establishment of wards in Thanh Hoa City, accordingly, the city has 34 wards and communes as at present.
From a town, to a type III urban area, to a type II urban area, then a type I urban area directly under the province, shows the efforts of Thanh Hoa City to break through and rise up over the past decades. In the increasingly higher flow of innovation and development, there is a requirement to have different and outstanding orientations, which are dynamic, so it is necessary to adjust the city's development orientation to suit the general trend and practical requirements. Based on that requirement, on March 17, 2023, the Prime Minister signed Decision No. 259/QD-TTg approving the "General planning of Thanh Hoa urban area, Thanh Hoa province to 2040". To create a premise for the expansion of urban development space, on August 5, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 795/QD-TTg recognizing Thanh Hoa urban area as meeting the criteria of a type I urban area.
What is special is that on August 5, 4 years ago, the Politburo issued Resolution No. 58-NQ/TW on "Building and developing Thanh Hoa province to 2030, with a vision to 2045". In which, Thanh Hoa city is identified as one of the three growth poles of the delta and midland region (the region playing a central role) of the province; is the key to strengthening links and cooperation with provinces in the North Central region, the capital Hanoi and other provinces/cities in the country. Thus, Decision No. 795/QD-TTg recognizing Thanh Hoa city as meeting the criteria of a type I urban area is considered a step to concretize Resolution No. 58-NQ/TW of the Politburo.
According to Decision No. 795/QD-TTg, the Thanh Hoa urban area includes the entire administrative boundaries of Thanh Hoa City and the existing Dong Son district with a total natural area of 228.214 km 2 . The inner city area is expected to include the entire administrative boundaries of 30 existing wards of Thanh Hoa City, 2 communes of Thanh Hoa City expected to establish wards (including Hoang Quang and Hoang Dai communes), 1 town and 1 commune of Dong Son district expected to establish wards (including Rung Thong town and Dong Thinh commune) with a total natural area of 147.627 km 2 . The suburban area is expected to include the entire administrative boundaries of 2 existing communes of Thanh Hoa city (including Dong Vinh and Thieu Van communes) and 12 existing communes of Dong Son district (including Dong Van, Dong Tien, Dong Khe, Dong Hoang, Dong Ninh, Dong Hoa, Dong Yen, Dong Minh, Dong Thanh, Dong Phu, Dong Nam, Dong Quang communes), with a total natural area of 80.587 km2 .
Thanh Hoa urban area is located in an important position of the Ma River and Chu River delta, with a central location, the intersection of Ma River and Chu River at the Dau Junction before reaching Hoi estuary. At this location, thousands of years of trade and cultural exchange and crystallization have taken place in the East-West direction, from the western mountainous region down the Chu River and Ma River and from the East along the Lach Hoi and Lach Truong estuaries to the mainland. This important geographical location brings together many advantages for Thanh Hoa urban area to develop diversely in terms of commercial services, industry, tourism, scientific and technical services and human resources; at the same time, it is a solid rear to ensure national security and defense. On the other hand, the Thanh Hoa Urban Master Plan has determined to open more development directions to the West (Dong Son district) to connect Thanh Hoa City with the North-South expressway and more strongly connect the development of the province's economic driving center: Thanh Hoa City - Sam Son City - the Western region of Thanh Hoa. Along with that is the development to the Northeast (Hoang Quang - Hoang Dai area) to form an urban area on both banks of the Ma River to exploit the landscape value and riverside ecosystem.
Thanh Hoa urban area develops according to the "concentrated, multi-center" model, adjusting the "belt - radial" model into the "open belt combined with soft network" model. Taking the extended Le Loi Avenue axis as the central axis, taking the Ma River as the urban landscape axis; strengthening urban strips parallel to the Ma River landscape axis; forming belt No. 3 connecting urban strips. Taking the existing urban center as the nucleus, forming the urban structure framework of "3 development axes - 6 centers - 1 natural ecological corridor". With a scope including the entire administrative boundary of Thanh Hoa city and Dong Son district, Thanh Hoa urban area in the future will become the leading locality of the whole province in the cause of industrialization and modernization; one of the major centers of trade, services, high-tech industry, culture, science, education - training, health care, sports of the Southern Delta and North Central regions; With a rapidly and sustainably developing socio-economy, the material and spiritual life of the people is increasingly improved; politics and society are stable, national defense and security are ensured, moving towards a smart, civilized and modern city, an important driving force contributing significantly to making Thanh Hoa province a new growth pole in the North of the country.
The recognition of Thanh Hoa urban area as meeting the criteria of a type I urban area has attracted the attention of many cadres, party members, and people of Thanh Hoa City and Dong Son District, following with confidence and expectations for the development of Thanh Hoa City in the future. Mr. Hoang Van Hung, Head of the Urban Management Department (Thanh Hoa City), who actively participated in the process of developing the Thanh Hoa Urban Classification Project, Thanh Hoa Province to meet the criteria of a type I urban area, excitedly said: "The recognition of Thanh Hoa urban area as meeting the criteria of a type I urban area is a step to concretize the Thanh Hoa Urban Master Plan to 2040 approved by the Prime Minister. This is an important legal basis for submitting to the National Assembly Standing Committee to issue a Resolution to merge Dong Son district into Thanh Hoa city, aiming to build Thanh Hoa city into a provincial capital, a comprehensive center of Thanh Hoa province, fulfilling the role of a "locomotive" connecting, a dynamic center for the development of all political, economic, cultural - social, scientific - technical and security - defense fields of Thanh Hoa province. Thereby, striving to build Thanh Hoa city into a smart, civilized, modern city by 2030, one of the 5 leading provincial cities in the country".
Delighted and excited when Thanh Hoa city was recognized as a type I city, Mr. Nguyen Van Minh, Phu Son ward (Thanh Hoa city), former Standing Vice Chairman of the Provincial Fatherland Front Committee said: “This is a major political event, of special importance to Thanh Hoa city and Dong Son district. As a party member and a resident of the city, I regularly follow to grasp the core contents as well as the orientations outlined in the project. I believe and expect that, with the spirit of initiative, creativity, daring to think, daring to do, the team of cadres, civil servants and public employees of the city will come up with breakthrough decisions and solutions to help Thanh Hoa city accelerate, break through, develop comprehensively and strongly in the coming time”.
Sharing the same excitement, Ms. Nguyen Thi Ngoan, a retired official of Rung Thong town (Dong Son) shared: “From the similarities in culture and geographical space, Thanh Hoa urban area including Dong Son district and Thanh Hoa city will create an open dynamic area for the city to develop. With great potential, advantages, goals, vision and feasible solutions, I think the journey to create a modern, civilized, smart and unique urban appearance of Thanh Hoa city has been and is having the basis to be realized in the near future”.
To realize the set goals, the implementation of Decision No. 795/QD-TTg needs to have a very specific, clear, systematic, scientific, synchronous and effective roadmap. Along with the serious implementation of tasks and solutions according to Resolution No. 06-NQ/TW, dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045 in the province, according to Vice Chairman of Thanh Hoa City People's Committee Nguyen Van Hung: On the basis of the approved Thanh Hoa Urban Master Plan to 2040, the city will develop and approve all zoning plans and detailed plans, ensuring consistency, science, and synchronous infrastructure connection. At the same time, strengthen planning management and urban architecture management; Build a unified database on urban planning - architecture - construction - development management; establish and approve urban architecture management regulations according to legal regulations. Focus on attracting investment, mobilizing resources to implement plans and deploy construction investment projects, infrastructure to complete the standards for classifying type I urban areas that have not been met, especially completing the standards on commercial infrastructure and public green land in the areas of communes expected to become wards. At the same time, the city will pay attention to arranging the organizational apparatus, improving the effectiveness and efficiency of State management, perfecting the urban government model after expansion; pay attention to training to improve urban management capacity for cadres and civil servants in communes of Dong Son district and communes and towns expected to become wards.
Decision No. 795/QD-TTg recognizing Thanh Hoa urban area as meeting the criteria of a type I urban area not only shows the Central Government's expectations for this land rich in cultural and historical traditions and dynamic development, but also contributes to promoting the will of self-reliance, proactiveness and creativity of local Party committees and authorities.
We believe that a city with a rich historical and cultural tradition, always having new ways of doing things, making breakthroughs with many outstanding marks that have been affirmed in the past time will have enough determination to arouse the desire to contribute and mobilize the strength of great national unity to take long, steady steps, continuing to conquer the big and important goals that the city has set.
