On the morning of July 15, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Government's Steering Committee for Administrative Reform (PAR) chaired the eighth meeting of the Steering Committee to evaluate the results of implementing PAR in the first 6 months of the year; directions and implementation of tasks for the last 6 months of 2024. The meeting was connected online to 63 provinces and cities nationwide.

With the attention and close and drastic direction of the Government and the Prime Minister, along with the strong participation of ministries, branches, localities, people and businesses; the review and handling of difficulties and shortcomings in administrative reform have been actively implemented, contributing to promoting administrative reform and strongly improving the investment and business environment. Many of Vietnam's indicators have been upgraded, of which the business environment ranking increased by 12 places, ranking 106th in the world business freedom index, up 4 places compared to 2022; ranking 46th out of 132 countries and economies in the global innovation index, up 2 places compared to 2022.

Institutional reform and administrative procedure reform (AP) continue to receive attention. The Government and the Prime Minister have spent time listening to and meeting with people and the business community to direct research and handle feedback and recommendations on mechanisms, policies and APs. In the first 6 months of 2024, ministries and branches have reduced and simplified 168 business regulations in 16 legal documents, bringing the total number of business regulations reduced and simplified from 2021 to present to 2,943 business regulations in 250 legal documents, reaching 18.6%.

The arrangement and consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continued to have clear changes, achieving positive results. Discipline and administrative discipline were strengthened.

The Government and the Prime Minister continue to direct ministries, branches and localities to synchronously and drastically implement the task of building and developing e-Government and digital Government, step by step achieving specific results and good models. According to the report of the Ministry of Information and Communications, by June 30, 2024, the rate of administrative procedures provided in the form of online public services (DVCTT) reached 81%; the rate of administrative procedures provided in the form of full-process public services (DVCTT) reached 48%. The rate of online submission of dossiers for full-process public services of ministries and branches reached 61%; at the provincial and municipal levels reached 17%. The national average reached 42%. As of June 2024, 63/63 localities nationwide had issued policies to exempt and reduce fees and charges for using DVCTT. The digitization results at ministries and branches reached 31.11%, at localities reached 53.20%...

Representatives of ministries, branches and localities also proposed and agreed on solutions to promote administrative reform in the coming time such as: Continuing to promote the role and enhance the responsibility of leaders of ministries, branches and localities in leading and directing the implementation of administrative reform tasks. Focusing on prioritizing resources to speed up the implementation of tasks and solutions to remove difficulties and obstacles for people and businesses, creating conditions to promote socio-economic development. Speaking at the meeting, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts of ministries, branches, localities and members of the Steering Committee who have actively implemented administrative reform with many positive results in various fields, contributing to the overall success of the country.

The Prime Minister also pointed out the shortcomings and limitations in administrative reform work in the past time, the causes of the shortcomings and limitations and the lessons learned, and emphasized: Administrative reform is one of the three strategic breakthrough tasks to build an administration in the direction of democracy, professionalism, modernity, streamlining, effectiveness, efficiency, with the capacity to create development, integrity, and serve the people.

The viewpoint is that administrative reform must always take people and enterprises as the subject and center; must be implemented synchronously with legislative reform, judicial reform and innovation in leadership, direction and administration methods, contributing to building and perfecting the socialist rule of law state of Vietnam.

The Prime Minister requested all levels, sectors and localities, based on their assigned functions, powers and tasks, to focus on implementing well the "5 pushes" which are: Stepping up the review of obstacles and "bottlenecks" in institutions and legal regulations to focus on removing them, contributing to mobilizing resources for development; stepping up dialogue, sharing and handling obstacles and shortcomings for people and businesses; stepping up public service administrative reform, strengthening discipline and administrative discipline, fighting corruption, negativity and waste in administrative reform implementation; stepping up digital transformation, building digital government, digital society, digital citizens, digitizing databases, digitizing records and stepping up cashless payments in financial-related fields and transactions.

The Prime Minister requested ministries, branches and localities to focus on removing "bottlenecks" in implementing administrative procedure reform; strictly implement the directions of the Government, the Prime Minister, and the 2024 action plan of the Government's Steering Committee for Administrative Reform. Strengthen decentralization, delegation of authority, and individualization of responsibilities associated with inspection and supervision.

Focus on well implementing the task of arranging administrative units at district and commune levels for the 2023-2025 period, striving to basically complete it by September 2024 to ensure stable organizational apparatus in localities to hold Party Congresses at all levels in 2025.

Along with that, continue to strengthen inspection and examination work to contribute to improving discipline and administrative discipline in the performance of public duties. Focus on reviewing, amending and perfecting mechanisms and policies, improving processes and procedures, resolving legal and resource "bottlenecks" to facilitate the disbursement of public investment capital in the last months of 2024.

Prime Minister Pham Minh Chinh also assigned specific tasks to ministries, branches and localities in improving the effectiveness of administrative reform and requested members of the Steering Committee, ministries, branches and localities to proactively coordinate closely in the implementation of assigned tasks to promote administrative reform, improve the investment and business environment, and create breakthroughs for development.
