In that context, under the close leadership of the Party and State, foreign affairs work has been implemented synchronously and effectively, achieving very important and strategic achievements. As the late General Secretary Nguyen Phu Trong emphasized at the 32nd Diplomatic Conference in December 2023, foreign affairs work "achieved many important and historic results and achievements, becoming an impressive highlight among all the general results and achievements of the country in recent years".
Important, comprehensive results
The important and comprehensive success of foreign affairs is reflected in all aspects, in which the overall result is to make the most of opportunities and favorable international factors, resolve challenges and difficulties, more firmly consolidate the favorable foreign affairs situation for the cause of innovation, national development and protection of the Fatherland, and successfully implement the Resolution of the 13th National Party Congress.
The open, peaceful and friendly foreign affairs situation has been firmly consolidated, the framework of 30 strategic and comprehensive partnerships, in which relations with many key partners have been raised to a new level, institutionalized at a higher level, notably Vietnam and China agreed to jointly build a Community of Shared Future of strategic significance, relations with the US, Japan, South Korea and Australia have been upgraded to comprehensive strategic partnerships. At the same time, we have expanded diplomatic relations with other countries, bringing the total number of countries with which Vietnam has established diplomatic relations to 193. With more than 220 important bilateral and multilateral activities, high-level foreign affairs activities have been proactively and effectively promoted, even during the difficult period of the Covid-19 pandemic, contributing to consolidating the foundation of relations and political trust with many countries. It can be said that the vibrant foreign affairs activities and the elevation and upgrading of relations since the beginning of the term have created a new qualitative development in the country's foreign affairs and international integration.
Diplomacy has performed well the “important, regular” task of maintaining a peaceful and stable environment, protecting the Fatherland early and from afar. In close coordination with national defense and security, diplomacy has resolutely, persistently and promptly fought against activities that violate the country’s sovereignty and territorial integrity, while proactively and actively campaigning and promoting negotiations and cooperation to resolve existing issues such as demarcating maritime boundaries with related countries, submitting dossiers to submit the extended continental shelf boundaries beyond 200 nautical miles of Vietnam in the central East Sea area, etc., as well as handling well the issues of democracy, human rights and religion. Thereby, it has made an important contribution to consolidating the border of peace, friendship, cooperation and development, maintaining national security, social order and safety.
Carrying out the task of enhancing the country's position and prestige, on the multilateral diplomatic front, we are confident and proactive in successfully assuming important positions at multilateral forums, notably as a non-permanent member of the United Nations Security Council for the 2020-2021 term, Vice President of the 77th UN General Assembly, member of the UN Human Rights Council for the 2023-2025 term, and UNESCO mechanisms. We propose many initiatives and cooperation ideas; persistently work with other countries to uphold international law, support the global multilateral system with the UN as the center; proactively and actively implement commitments on global issues such as climate change, food security, etc.; make many practical contributions to handling conflicts and hotspots such as participating more deeply in peacekeeping activities and participating for the first time in international search and rescue. At the regional level, Vietnam has affirmed its core role in building a strong, united, self-reliant ASEAN community, promoting its central role in the region.
In the spirit of "taking people, localities and enterprises as the center of service", economic diplomacy has been promoted comprehensively, increasingly in-depth, with focus and key points, contributing to the prevention and safe adaptation to the Covid-19 pandemic, promoting economic and social recovery and development; seizing cooperation opportunities in new areas such as green transformation, digital transformation, innovation; attracting foreign investment, especially high-quality FDI, mobilizing partners to provide ODA, especially new-generation ODA, bringing annual trade and foreign investment turnover to the highest figure ever. International economic integration supports localities and enterprises to effectively implement signed FTAs, continue to promote negotiations on new FTAs, and mobilize countries to recognize the Market Economy Status. We have effectively implemented diverse forms of diplomacy such as medical diplomacy, environmental diplomacy, agricultural diplomacy, technology diplomacy, etc.
Specialized foreign affairs fields continued to be implemented effectively and comprehensively. Work for nearly six million overseas Vietnamese was well done, demonstrating the care and concern of the Party and State, connecting overseas Vietnamese, consolidating national unity, and creating conditions for overseas Vietnamese to contribute to the development of the homeland. Citizen protection work was implemented promptly and effectively, contributing to protecting the legitimate and legal rights and interests of Vietnamese citizens and businesses. We protected and evacuated tens of thousands of our citizens from war zones and those who were defrauded abroad back to the country. Foreign information has widely promoted the image of the country, people, culture and development achievements of Vietnam to the world with increasingly innovative and creative content and methods. Cultural diplomacy continues to successfully lobby UNESCO to recognize Vietnam's heritages, thereby contributing to the protection and preservation of the nation's fine cultural values, while opening up opportunities to mobilize new resources for economic, cultural and social development in localities.
To successfully carry out foreign affairs tasks, one of the essential things is to build a strong, comprehensive and modern Vietnamese diplomacy. In the past term, the Foreign Affairs sector has attached great importance and given high priority to the work of building and developing the sector in the spirit of the 13th National Party Congress. In addition to implementing comprehensive and synchronous measures on organizational structure, staff, facilities, operating methods, etc., the Foreign Affairs sector has promoted the building and rectification of the Party in terms of politics, ethics and lifestyle. Perfecting and improving the capacity of the organizational structure towards streamlining, effectiveness and efficiency, coupled with innovating management thinking, working methods and styles towards professionalism and modernity, and improving the quality of the diplomatic staff with courage and intelligence, innovative thinking, creativity, professional style, gradually reaching regional and world levels.

With the times
The world and the region have recently undergone many major changes, unprecedented since the Cold War, geopolitical tensions are increasing, but peace, stability, cooperation and development are still the major trends, international cooperation and integration will still be the driving force to help humanity develop sustainably and prosper. In that context, the most important goal and task in the coming time is to maximize and continue to consolidate the favorable foreign situation that has been created to put the country in the right flow of the times, creating breakthroughs to successfully implement the strategic goals until 2030 and 2045 set by the 13th National Congress. On the basis of seriously summarizing the foreign affairs lessons of 40 years of renovation and in the context of the new situation and major issues facing the country, the Foreign Affairs sector will continue to innovate its thinking and actions, properly implementing the guiding viewpoints stated by General Secretary and President To Lam that ensuring national defense, security and promoting foreign affairs are essential and regular, continuing to promote our country's integration, contributing responsibly to world politics, the global economy and human civilization.
Inheriting the foreign policy of the renovation period, under the leadership and direction of the Politburo, the Secretariat and the Party and State leaders, we will continue to adhere to the foreign policy of independence, self-reliance, multilateralization, diversification, being a friend, a reliable partner, an active and responsible member of the international community. At the same time, as an important driving force for renovation, foreign affairs need to continue to be elevated to both effectively serve security and development interests, enhance the country's position, and contribute to building a fair international order, ensuring the legitimate interests of countries, including Vietnam.
Accordingly, we continue to upgrade and maximize opportunities from strategic partnership and comprehensive partnership frameworks; strongly promote the role of foreign affairs methods and channels such as high-level diplomacy, specialized diplomacy, local diplomacy, scholar and business channels, etc.; participate more proactively and responsibly in solving common international and regional issues; demonstrate the core and leading role of multilateral diplomacy in important issues and mechanisms of strategic significance. In particular, we give high priority to the work of building the sector, building a team of diplomatic staff who are both red and professional, have a firm grasp of expertise and profession, and are absolutely loyal to the Fatherland and the Party's ideals in the overall foreign affairs and diplomacy of Vietnam, which is "comprehensive, modern, and professional" to meet the requirements of the new situation.
Under the leadership of the Party, creatively applying Ho Chi Minh's diplomatic ideology and the nation's diplomatic tradition, promoting the achievements in the renovation process as well as from the beginning of the 13th tenure to the present, Vietnamese diplomacy continues to make worthy contributions to the successful implementation of the Resolution and foreign policy in the spirit of the 13th National Party Congress, effectively serving the country's strategic goals.
