Creating conditions for highland communes to develop production

Ham Thuan Bac is a mountainous district with 17 communes and towns, including 3 communes with pure ethnic minorities, Dong Tien, Dong Giang, La Da, and 5 villages with mixed ethnic minorities. The whole district has about 3,866 households/16,369 people of ethnic minorities, mainly K'ho, Cham, Raglay, and living on agriculture and forestry.

The leader of Ham Thuan Bac District People's Committee said: In recent years, the District People's Committee has directed the district's functional branches to coordinate with local authorities to implement programs, projects, and policies on socio-economic development, infrastructure, and new rural construction in ethnic minority areas. Program 135 has supported tens of billions of VND to invest in infrastructure construction, diversifying production for poor and near-poor households and settling in the Saloun Residential Area, Dong Giang Commune. Thanks to the effective use of irrigation works, ethnic minorities have promoted the development of advantageous crops and transformed the agricultural sector according to market mechanisms. The total area of ​​annual crop production always exceeds the set plan and continuously improves crop productivity and output. Communes and towns have focused on propagating and mobilizing ethnic minorities to boldly apply scientific and technological advances in production, animal husbandry and develop advantageous crops, bringing high economic efficiency. Many ethnic minority households have risen to become well-off, recognized as typical examples of good production and business, such as: Mr. Thong Dinh Phung's household, Lam Thuan village, Ham Phu commune; Mr. Thong Song, Dong Tien commune; Ms. Thong Thi Hoang, Ham Phu commune; Mr. Mang Sy, Thuan Minh commune. The conversion of crop and livestock structure is in accordance with the planning of each village and commune and is associated with the application of scientific and technological advances in production and animal husbandry. Through the State's support policies, ethnic minority households have purchased agricultural machinery, received advance investment in seeds, materials and guaranteed consumption of products. In addition, agricultural extension work is carried out regularly, bringing practical results, improving the lives of ethnic minorities, such as: Organizing technical training courses, seminars, field conferences and organizing field trips to exchange and learn production experiences in other places. The district's functional departments have organized models of converting the structure of rice - corn - beans; models of growing hybrid corn on fertile soil; models of certified rice propagation; models of planting and intensive cultivation of high-yield grafted cashew trees and custard apple trees.

In addition, the District People's Committee has directed the district's functional departments to review, plan, and invest in land reclamation and allocation for ethnic minority households lacking land for production according to Resolution 04 of the Provincial Party Committee and Decisions No. 755 and No. 134 of the Prime Minister. Specifically, 877.56 hectares of land have been invested in reclamation and allocated to 1,107 ethnic minority households in communes and towns for production, improving family life. Forest owners have assigned 1,185 ethnic minority households to manage and protect 42,997.27 hectares of natural forest, creating jobs, improving family life and limiting deforestation for farming. The transportation system has been invested in, repaired, and upgraded, creating favorable conditions for the circulation of goods and travel between highland and mountainous communes and the plains. It can be said that, through the policies of the Party and the State, the ethnic minority areas in the district have had many improvements, the infrastructure has been invested synchronously, creating a premise for socio-economic development. The fine traditional cultural identity of the ethnic groups has been maintained and promoted and the grassroots political system has been increasingly consolidated.
