Creating strong changes in social housing development

Social housing development is one of the social security policies to promote the socio-economic development of the province. The timely implementation of current social housing projects has contributed significantly to meeting the low-cost housing needs of people in the province.

In recent times, the development of social housing has always been identified as one of the key tasks in the socio-economic development of the province. To concretize Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister on approving the Project on Investment in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030. At the same time, implementing Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation, the Standing Committee of the Provincial Party Committee issued Action Program No. 65-CTr/TU to raise awareness, responsibility, create strong changes in the thinking and actions of Party committees, Party organizations, cadres, Party members, especially leaders, leaders and managers in the development of social housing; Effectively implement and complete the goals and targets of social housing construction to meet the needs and suit each beneficiary.

Creating strong changes in social housing development

The social housing area in Thanh Mieu ward, Viet Tri city was handed over and put into use in 2012, contributing to solving the housing needs of the people.

According to the report of the Department of Construction, in recent times, the implementation of the Project to invest in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030 has been gradually bringing practical results. Accordingly, the existing land fund area and the planned land fund area for investment in the construction of social housing is 149 hectares. Projects under construction investment (projects with investment policies but not yet implemented investment construction are 2 projects, number of apartments: 1,015. Projects that have been licensed and started construction are 3 projects, number of apartments: 1,390. Projects that have partially completed the period from 2021 to present are 2 projects with 335 apartments.

It is expected that by the end of 2025, we will strive to complete all 3 social housing projects with 1,055 apartments: Housing area for workers in Thuy Van Industrial Park, Viet Tri City; Social housing area for workers in Phu Ha Industrial Park (Phu Tho town); Low-rise social housing area at land lot NO2, Minh Phuong, with a total investment of over 982 billion VND for 3 projects.

Comrade Dao Hoang Chinh - Deputy Director of the Department of Construction said: After the implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" of the Prime Minister in Phu Tho, it has basically been gradually meeting the demand, is on the implementation roadmap and is in line with the housing development program and plan of the province. At the same time, the Department will also advise and develop a draft Implementation Plan to deploy the Action Program of the Provincial Party Committee to ensure quality, content and suitability with the actual situation of the locality.

However, in the implementation process, there are still some difficulties and problems such as: The legal system regulating housing development and the real estate market, from construction investment, real estate transactions to management and use is slow to be completed. Many real estate businesses are still not interested in social housing, because the preferential policies to encourage the development of social housing are not really attractive...

To complete the goal of building social housing, the Provincial People's Committee has also implemented synchronous solutions to simplify administrative procedures, speed up the site clearance process, and attract businesses to continue investing. Agencies, departments and branches in the province have also coordinated and proposed to remove difficulties and obstacles for social housing investment projects to speed up the implementation of approved projects.

Creating strong changes in social housing development

The social housing area in Thanh Cong area, Tho Son ward, Viet Tri city was started in September 2024.

In the coming time, in order to create a strong change in awareness and action of all levels, sectors, organizations and units on social housing development, on August 13, 2024, the Provincial Party Committee issued Action Program No. 65-CTr/TU, in which it is necessary to implement solutions such as: Continuing to improve the effectiveness of state management and coordination responsibility of agencies, organizations and enterprises in social housing development.

Mobilize and effectively use resources and capital for social housing development. Strengthen management and closely monitor the investment, construction, sale, lease, and use of apartments in social housing projects. Have inspection and supervision mechanisms to promptly detect, prevent, and strictly handle violations and policy abuses.
