Increase social assistance standard to 500,000 VND/month from July 1, 2024

On July 1, the Government issued Decree No. 76/2024/ND-CP amending and supplementing a number of articles of Decree No. 20/2021/ND-CP dated March 15, 2021 regulating social assistance policies for social protection beneficiaries (hereinafter referred to as Decree No. 76/2024/ND-CP).

Accordingly, Decree No. 76/2024/ND-CP amends and supplements Clauses 2 and 3, Article 4, regulating the social assistance standard. According to the new regulation, the social assistance standard applied from July 1, 2024 is VND 500,000/month, an increase of VND 140,000/month compared to the previous regulation in Decree No. 20/2021/ND-CP of VND 360,000/month.

Decree No. 76/2024/ND-CP clearly states that, depending on the budget balance, the rate of increase in consumer prices and the living conditions of social protection beneficiaries, competent authorities shall consider and adjust the social assistance standard accordingly; ensuring policy correlation with other beneficiaries.

In case the local socio-economic conditions are guaranteed, the Provincial People's Committee shall submit to the People's Council of the same level for decision on the social assistance standard level and the social assistance level applied in the locality higher than the social assistance standard level and the social assistance level prescribed in Decree No. 76/2024/ND-CP. At the same time, decide on other disadvantaged subjects not prescribed in Decree No. 76/2024/ND-CP to enjoy social assistance policies.

Decree No. 76/2024/ND-CP takes effect from July 1, 2024.

Decree No. 76/2024/ND-CP clearly states that the social assistance regimes and policies prescribed in Clause 1, Article 6, Clause 2, Article 11, Clause 1, Article 13, Clauses 1 and 2, Article 14, Clause 1, Article 19, Clauses 1 and 2, Article 20, Clauses 1 and 3, Article 25 and other relevant provisions prescribed in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government stipulating social assistance policies for social protection beneficiaries shall apply the social assistance standard level prescribed in Clause 1, Article 1 of this Decree from July 1, 2024.

Subjects currently receiving social assistance policies and regimes as prescribed in Decree No. 20/2021/ND-CP will be adjusted to receive social assistance policies and regimes according to the new social assistance standard of VND 500,000/month as prescribed in Decree No. 76/2024/ND-CP from July 1, 2024.

According to information from the Ministry of Labor, War Invalids and Social Affairs, up to now, the whole country has about 3.356 million people, accounting for about 3.356% of the population, receiving monthly social benefits in the community.

Of these, 1.4 million people receive subsidies for the elderly, 1.6 million people receive subsidies for the disabled, 21,000 children lose their source of support, 146,000 children under 3 years old, 84,000 single people raising children under 16 years old, and more than 349,000 households are caring for and raising people with severe disabilities and social protection beneficiaries.

The social assistance standard level is the basis for determining the social assistance level, the level of financial support for receiving care and nurturing; the level of nurturing allowance in social assistance facilities and other social assistance levels.

According to current regulations, the standard social assistance level applied from July 1, 2021 is 360,000 VND/month.

The new social assistance standard increases by VND140,000/month to VND500,000/month, equivalent to an increase of 38.9%. This figure meets one-third of the poverty line in rural areas and one-quarter of the poverty line in urban areas for the period 2022-2025.

It is estimated that the total budget in 2024 is VND 32,293 billion, an increase of VND 4,718 billion to be implemented in the last 6 months of 2024. This resource is to implement monthly social allowances with a social assistance standard of VND 500,000/month for about 3,356 million social protection beneficiaries and 349,000 beneficiaries of care funding support.

Raising the monthly social assistance standard to ensure the livelihood of social protection beneficiaries is in accordance with Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies. At the same time, it meets the requirements of the cause of national construction and defense in the new period, the 2013 Constitution and is under the authority of the Government.
