According to Deputy Minister of Education and Training Pham Ngoc Thuong, this year's high school graduation exam, entrance exam and graduation exam will all be conducted according to the 2018 General Education Program.

In particular, the review content mainly focuses on grade 12, according to the requirements to be achieved in the 2018 General Education Program so that students can study with peace of mind and teachers can proactively teach and review appropriately for students. The thinking level is 40% knowledge level, 30% understanding level and 30% application level. According to Deputy Director Nguyen Ngoc Ha, the 2025 High School Graduation Exam Regulations also clearly state that the graduation score calculation includes 50% of the graduation exam score and 50% of the score calculated from the 3-year study process of students. This is a fundamental change compared to previous exams, in line with the 2018 General Education Program, many abilities and qualities of students are developed during the learning process. Therefore, teachers need to review for students to increase the connection and application of knowledge and skills with reality, especially with differentiated content to properly assess students' abilities.

Regarding some new points in the organization of the 2025 high school graduation exam, Deputy Director Nguyen Ngoc Ha said that the Ministry of Education and Training always gives the most convenience to candidates. The 2025 high school graduation exam will only be held in 3 exam sessions and the 3rd session will test both elective subjects. Candidates will be arranged in a single exam room, without having to move the exam room. The collection of papers will be done by room without having to classify by subject. Keeping 24 candidates/exam room, 1 exam room can arrange up to 5 subjects. To ensure security, instead of only 24 exam codes for 24 students in 1 exam room as before, this year's exam increases the number of exam codes to 48 for 2 time frames of the 3rd exam session.

This year's exam is organized simultaneously for students taking the 2006 General Education Program (those who have not graduated, or are taking the exam to get university entrance scores) and students taking the 2018 General Education Program. Therefore, localities must comply with the regulations on organizing different exam sites for different programs. To avoid errors, it is necessary to arrange some separate exam sites for students taking the 2006 Program.

Currently, many localities have organized mock high school graduation exams. According to Deputy Director Nguyen Ngoc Ha, the organization needs to try to be similar to the organization of the official exam, from the format structure and level of exam questions, exam time, exam room arrangement, etc. Emphasizing the requirement of doing everything for students, absolutely not loosening the training and tutoring work for the 3 groups of students in Circular 29, Deputy Minister Pham Ngoc Thuong requested the Departments of Education and Training to organize mock graduation exams, evaluate them for real, grade the correct results, and students' abilities to gain experience in organizing the exam.

Conversion should be done objectively.

Regarding the new points in the 2025 enrollment work, Deputy Director of the Department of Higher Education Nguyen Anh Dung said: Circular No. 06/2025/TT-BGD&DT dated March 19, 2025 amending and supplementing a number of articles in the Regulations on university and college enrollment stipulates: No more early admission; must use the learning results of the entire 12th grade for admission; publicize the conversion rules equivalent to the admission score; no limit on the number of admission combinations; Use appropriate foreign language certificates to convert to foreign language subject scores in admission; total points do not exceed 10% of the maximum score of the admission score scale...

Nguyen Anh Tuan, Head of the Training and Student Affairs Department of Hanoi National University, said: The new Circular has regulations on conversion. According to the regulations, the conversion must be carried out objectively and fairly, and a database is needed to do so. Therefore, Hanoi National University proposed that the Ministry of Education and Training provide data to conduct comparisons at the high school level and at educational institutions to have objective and fair results for candidates; at the same time, the Ministry of Education and Training should provide early guidance for educational institutions to apply effectively.

According to the 2025 enrollment plan, the Ministry of Education and Training will announce the threshold to ensure input quality for teacher training and health sectors on July 21; from August 13 to 5:00 p.m. on August 20, the admission application will be processed. The enrollment plan for training institutions, from June 15 to August 22, will complete updating enrollment information into the system; complete direct enrollment work and update it into the system; upload data, enrollment information, organize enrollment; complete notification of successful candidates in the first round. From September to December 2025, additional enrollment will be conducted.

From April 21 to July 20, complete the review and update of priority databases by region and subject; confirm priority regions and priority subjects for candidates; complete the entry and review of academic and high school scores on the database; provide additional accounts for candidates (high school and college graduates) who do not have an account for admission. For candidates, from before July 15 to September 2025, practice registering for admission; register and adjust admission wishes; pay admission fees online; complete the first round of online admission confirmation; register for admission in the following rounds.
