According to the provincial Department of Labor, Invalids and Social Affairs, Minh Dao Monastery and Ngoc Lam Monastery are located in Tan Hoa Commune, Phu My Town, Ba Ria - Vung Tau Province. These are two childcare facilities but have not been licensed by competent State agencies according to regulations on social assistance activities. Recently, both facilities have encountered difficult and inappropriate situations that need to be resolved promptly.
Specifically, Minh Dao Monastery is headed by monk Vo Tien Dung, whose dharma name is Thich Minh Dao. Since 2000, the facility has received and nurtured children in difficult circumstances.
In August 2024, monk Vo Tien Dung requested to return to secular life and was approved by the Executive Council of the Vietnam Buddhist Sangha. Therefore, Mr. Dung is no longer the abbot of Minh Dao Monastery.

Ngoc Lam Monastery is run by Ms. Nguyen Thi Ngoc, whose dharma name is Thich Nu An Lien. The facility has been taking care of and raising children since 2007.
Recently, the number of children being raised at the monastery has changed abnormally, while the facilities and personnel have not met the provisions of the law.
In order to ensure children's rights as prescribed by the Law on Children and related laws, based on the wishes of Mr. Vo Tien Dung and Ms. Nguyen Thi Ngoc, the authorities of Ba Ria - Vung Tau province have agreed to move all children at the above two facilities to public social protection centers.
On October 11, Phu My town authorities carried out procedures to receive 14 children at Minh Dao Monastery and 23 children at Ngoc Lam Monastery.

The 37 children mentioned above were brought to the Center for Social Work and Child Protection of Ba Ria - Vung Tau province for care, nurturing, learning support, and creating better care conditions in the current context.
At the reception, representatives of the two facilities agreed to sign a commitment to hand over the children to public facilities.
Upon arrival at the Center, all children were screened for health. After that, the Center's leaders completed the admission procedures, arranged accommodation and assigned staff to take care of them.

According to the authorities, after the social assistance facility of Mr. Vo Tien Dung and Ms. Nguyen Thi Ngoc meets the operating conditions according to the law, Mr. Dung and Ms. Ngoc can take the children to care for.
This will be done based on the wishes of the family, the wishes of children aged 7 and above and must ensure the best interests of the children.
