Voters propose considering social benefits for people aged 75 and over without pensions

Voters in Binh Xuyen district, Vinh Phuc province, proposed to consider monthly social allowances for people aged 75 and over who do not have pensions or monthly allowances.

On December 5, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son met with voters in Binh Xuyen district, Vinh Phuc province; Senior Lieutenant General Tran Quang Phuong, Vice Chairman of the National Assembly, met with voters on a thematic basis with the health sector of Quang Ngai province after the 8th session of the 15th National Assembly.

Ensuring harmonious development and stable people's lives

At the meeting with voters in Binh Xuyen district, Vinh Phuc province, voters hoped that the provincial National Assembly delegation and Deputy Prime Minister Bui Thanh Son would provide information on favorable and difficult forecasts in attracting foreign direct investment so that the locality could have solutions to attract foreign capital flows with high economic value and little harm to the environment; and remove obstacles and difficulties in public investment procedures for projects under the authority of People's Committees at all levels.

Voters also recommended considering monthly social allowances for people aged 75 and over who do not have pensions or monthly allowances; support policies for poor households with no ability to work in the 2026-2030 period; and policies to support cadres and teachers over 40 years old to study for master's degrees and improve their professional qualifications.

The National Assembly and Vinh Phuc province increased investment and upgraded infrastructure and transportation systems for localities, especially National Highway 2 running through the province; invested in more transformer stations to serve production and people's lives...

Receiving and responding to voters' recommendations, Vinh Phuc Provincial Party Secretary Duong Van An said that the province has many separate mechanisms and policies for each subject.

Specifically, the Provincial People's Council has approved the policy of exempting tuition fees for provincial students; special policies to build a team of intellectuals, attract and promote talented people in the period of 2021-2025; policies for policy beneficiaries, meritorious people...

Mr. Duong Van Anh affirmed that the province will pay attention to and balance the budget to invest in developing economic and social infrastructure corresponding to the local economic potential to ensure harmonious development and stable life for the people.

At the meeting, Deputy Prime Minister Bui Thanh Son informed voters about the bright spots of Vietnamese diplomacy in recent times; the country's role and position in the international arena have been increasingly affirmed and enhanced.

Vietnam has successfully organized many high-level delegations to visit and work abroad and hosted many high-level delegations and business delegations from countries around the world; relations between Vietnam and other countries have been strengthened, upgraded, and expanded...

The Deputy Prime Minister stated that in 2024, despite being affected and facing many difficulties due to the world situation, natural disasters, and epidemics, our country's economy will still have stable growth, with total import-export turnover increasing by more than 15%; attracting foreign investment capital reaching over 31 billion USD; and the disbursement rate of public investment capital reaching 410,953.1 billion VND.

The Deputy Prime Minister said that Vinh Phuc needs to innovate investment attraction activities, attract large projects, high-tech projects, semiconductor technology; increase investment in upgrading the transport system, create connectivity, regional connection in attracting investment and developing the economy.

The Ministry of Foreign Affairs will always accompany the province in diplomatic activities to attract and promote trade and science and technology development, because in the current trend, science and technology will be the new growth driver for the province in the coming period...

Appropriate policies are needed to improve the quality of healthcare.

To improve the quality of the health sector and better serve patients, many voters in the health sector hope that the State and local authorities will continue to have appropriate policies, training and development regimes to improve the capacity of medical staff and doctors; and increase investment in facilities and medical equipment for treatment facilities.

Regarding the implementation of financial autonomy, treatment units are currently facing many difficulties in balancing revenue and expenditure, especially in mountainous areas, affecting the development of technical expertise, infrastructure and making it difficult to ensure legitimate income for medical staff.

On the other hand, the current revenue of the units mainly depends on medical examination and treatment using health insurance, while the units do not have many high-tech services to attract patients...

Voter Le Quang Hung, Deputy Head of the Economic-Planning-Business-Administrative Department of the Ly Son District Combined Military-Civilian Medical Center, said that the actual bed occupancy rate of the Center in the first 6 months of the year was only 52.2% of the plan. Therefore, the Center is facing many difficulties in financial autonomy.

The unit's autonomy rate in 2025 will only meet 19%. Currently, although the Center's facilities and medical equipment have received investment, they are not yet synchronized.

To do a good job of taking care of the health of the island district's people, it is necessary to have policies to attract and treat doctors working at the unit, and to train and foster the medical staff.

Along with that, there should be a policy to support islanders to hire boats to transport emergency patients to higher-level hospitals in emergency cases, Mr. Le Quang Hung suggested.

Voters in the health sector of Quang Ngai province also proposed shortcomings in the bidding and procurement of drugs and medical supplies, leading to local shortages of drugs, especially rare drugs. Therefore, it is necessary to amend and supplement Article 23 of the Bidding Law, allowing limited bidding for consulting packages with prices ranging from over 100 million VND to under 300 or 500 million VND.

Voters also proposed to have detailed regulations guiding the content of practice time, the concept of "practicing pharmacy" in the Pharmacy Law, the validity period of the Judicial Record Certificate in the issuance of pharmacy practice certificates; need to invest in and expand the Provincial Maternity and Pediatrics Hospital...

Vice Chairman of the National Assembly Tran Quang Phuong praised the achievements of the Quang Ngai health sector in recent times, shared the difficulties of the sector and hoped that cadres and employees of the health sector, with the highest conscience and responsibility, would continue to do a good job of taking care of people's health, and take measures to prevent and control the epidemic early and from a distance.

The Vice Chairman of the National Assembly suggested that Quang Ngai province and the health sector need to have appropriate policies to attract human resources; invest in facilities and equipment.../.
