That was the direction of Vice Chairman of the Provincial People's Committee Hoang Nam at a meeting with relevant departments, localities and units on the appraisal of the feasibility study report of the project to build a Social Protection and Rehabilitation Center for the Disabled in Quang Tri province using non-refundable ODA capital from the Korea International Cooperation Agency (KOICA) in Quang Tri province this morning, November 7.

The Quang Tri Province Social Protection and Rehabilitation Center Project is a Group B project invested by the Department of Labor, War Invalids and Social Affairs (DOLISA). The total investment of the project is 12.67 million USD, equivalent to more than 293.3 billion VND. The investment capital is non-refundable ODA capital and counterpart capital.
Specifically, KOICA provided non-refundable aid of 12 million USD, equivalent to about 277.8 billion VND; counterpart capital of 670,000 USD, equivalent to more than 15.5 billion VND from the provincial budget. The project has a land use area of 1 hectare. The construction site is in Dong Luong ward, Dong Ha city. The project implementation period is from 2022 to 2025.
According to the feasibility study report, the Social Protection and Rehabilitation Center for the Disabled in Quang Tri province is designed according to the model of the Seoul Social Welfare Institute (Korea) but on a smaller scale with the following functions: Rehabilitation Center, general welfare for the disabled in Quang Tri province; rehabilitation support and medical equipment; transportation; operating training programs for rehabilitation specialists and social workers of the center...
The overall objective of the project is to provide rehabilitation and welfare services for second and third generation victims of landmines, unexploded ordnance, and Agent Orange. It also provides opportunities for people with disabilities in Quang Tri province and areas near Quang Tri to easily access specialized activities for people with disabilities.
At the meeting, delegates focused on discussing and proposing to add some contents to the feasibility study report such as: construction density; floor area; domestic wastewater collection; list and types of investment equipment; exemption of value added tax for KOICA aid capital.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that the project to build the Center for Social Protection and Rehabilitation for the Disabled in Quang Tri Province is a project of profound humanitarian significance; applying a new model of social protection and rehabilitation for the disabled and those who are subject to social protection. However, due to many factors, the implementation of the project has been delayed.
To speed up the project implementation, Vice Chairman of the Provincial People's Committee Hoang Nam requested the Department of Labor, Invalids and Social Affairs to fully absorb the comments of the delegates at the meeting; closely coordinate with relevant departments, localities and units to promptly complete the project feasibility study report and submit it to the Provincial People's Committee for approval in order to have a basis for implementing the next steps. Authorize the Department of Labor, Invalids and Social Affairs to establish a Project Management Board in accordance with regulations. At the same time, register to submit the project at the year-end meeting of the Provincial People's Council.
Agree on the list and types of investment equipment of the project as proposed by KOICA. Assign the Provincial Land Fund Development Center to proactively adjust the local planning of the project. Regarding the content of value-added tax exemption for KOICA aid capital, assign the Provincial Tax Department to guide the Department of Labor, Invalids and Social Affairs to implement in accordance with current regulations, ensuring that no problems arise during the project implementation process.
