Strengthening the treatment of domestic solid waste

Quang Ninh has a high urbanization rate, many production and business activities lead to large emissions of solid waste into the environment. To ensure harmony between economic development and environmental protection, in recent times, the province has paid special attention to the management, collection and treatment of solid waste, absolutely not allowing waste to be left indiscriminately, causing environmental pollution, affecting the quality of tourism and services in the area.

Implementing the Law on Environmental Protection 2020, the Provincial Party Committee and Provincial People's Committee have regularly paid attention to, issued resolutions and documents to direct and direct all levels and sectors to have plans and solutions to strictly manage emission sources, collect and treat domestic solid waste, especially in urban areas and densely populated areas.

Localities have actively directed and assigned specialized departments, coordinated with associations and organizations to participate, promoted propaganda and training to raise people's awareness of domestic solid waste management according to the provisions of the Law on Environmental Protection 2020.

Van Don district, a locality with both forests and seas, with many newly formed urban and tourist areas, the amount of domestic solid waste also increases every year. In order to ensure that this amount of waste does not affect the environment, especially the marine environment where there is a large area of ​​​​people's aquaculture and tourist beaches, Van Don district has directed functional departments and People's Committees of communes and towns to classify, recycle and reuse domestic solid waste according to the technical instructions on classifying domestic solid waste of the Ministry of Natural Resources and Environment; build and replicate models of recycling domestic solid waste, composting organic waste; and regularly maintain Green Sundays.

Mr. Dinh Duc Minh, Head of the Department of Natural Resources and Environment of Van Don district, said: Currently, Van Don district is implementing many self-management models and exemplary models of environmental protection suitable to the customs and practices of each locality. Many residential areas have piloted waste classification at source, facilitating collection, transportation, disposal or recycling.

According to the Department of Natural Resources and Environment, localities in the province have arranged 884 collection points for domestic solid waste, basically meeting the temporary collection needs. Some localities have invested in garbage weighing stations and installed journey monitoring devices for garbage trucks to strictly control the volume of collection and transportation to the waste treatment area according to regulations; at the same time, piloting the classification of domestic solid waste in households according to the provisions of the Law on Environmental Protection.

According to local statistics, in the first 6 months of the year, the volume of domestic solid waste generated was estimated at 217,000 tons. Of which, the volume collected and treated in urban areas was about 158,000 tons, reaching about 97.5%; the volume collected and treated in rural areas was about 51,000 tons, reaching about 94.5%; the collection and treatment rate in island communes and communes with tourism activities was about 98%.

Mr. Tran Nhu Long, Director of the Department of Natural Resources and Environment, said: The implementation of the work of classifying, collecting and transporting domestic solid waste at the source is still slow compared to the plan set out in the requirements of the Law on Environmental Protection. Up to now, no locality has implemented the classification of waste at the source in a synchronous manner; has not provided the service of collecting and transporting domestic solid waste after classification according to the provisions of the Law on Environmental Protection; there is still a lack of collection locations and transfer stations that meet the regulations; the treatment of domestic solid waste is mainly through burial and incineration, except for the treatment area in Quang Nghia commune (Mong Cai) which has sufficient technological infrastructure; regulations on norms and unit prices for collection, transportation and treatment according to the requirements of classifying domestic solid waste have not been issued.

To ensure synchronous management, collection, transportation and treatment, the Provincial People's Committee will issue a legal framework for domestic solid waste management according to the decentralization of the Ministry of Natural Resources and Environment; at the same time, it will urge localities to focus resources on completing planning, arranging locations, land, investing in the construction of treatment areas, collection points, and domestic solid waste transfer stations; allocating resources, ensuring the roadmap for classification, collection, and transportation according to regulations; supporting and encouraging domestic solid waste transportation and treatment units to invest synchronously in means, equipment, technology, and infrastructure. In particular, the Provincial People's Committee directs localities to promote the implementation of a pilot model of waste classification at source, thereby perfecting the process, creating a basis for simultaneous implementation in residential areas after December 31, 2024.
