The Law on Environmental Protection (No. 72/2020/QH14) stipulates that from December 31, 2024, classification of domestic solid waste (SWM) is mandatory for all individuals and households. On November 2, 2023, the Ministry of Natural Resources and Environment issued Official Dispatch No. 9368/BTNMT-KSONMT "Regarding technical guidance on classification of domestic solid waste". However, up to this point, the work of classifying, collecting and transporting SWM at source in the province is still slow compared to the set plan.

According to statistics from the Department of Natural Resources and Environment, from the beginning of 2024 to now, the volume of solid waste generated in the province is about 217,000 tons. Of which, urban areas collect and treat about 158,000 tons (97.5%); rural areas collect and treat about 51,000 tons (94.5%); areas with general tourism activities reach 98%.
In order to raise awareness in environmental protection (EP), localities actively direct and assign specialized departments and agencies, coordinate with associations and organizations to promote propaganda and training to raise people's awareness of solid waste management according to the provisions of the Law on Environmental Protection, in which special attention is paid to the work of classifying, recycling and reusing solid waste according to the technical instructions on classifying solid waste of the Ministry of Natural Resources and Environment; build and replicate models of solid waste recycling and composting for organic waste.
Typically, the whole province has built 1,280 models of women participating in environmental protection, built 8,623 compost tanks, and 368 models of classifying household waste and plastic waste. The Provincial Women's Union has directed and guided all levels of the union to actively mobilize social resources to purchase specialized trash bins and disposable bags for members and women to classify right from their families. Currently, 13/13 localities have built 620 models of "turning trash into money" launched by the Women's Union at all levels.

Along with that, localities have implemented many self-management models and exemplary models on environmental protection in accordance with people's customs and practices; some localities have developed plans to pilot the classification of solid waste in households according to the provisions of the Law on Environmental Protection.
In particular, since 2018, the Department of Natural Resources and Environment has coordinated with localities to pilot the integrated solid waste management model in wards, communes and towns: Thanh Son (Uong Bi); Luong Mong (Ba Che); Co To, Dong Tien (Co To), contributing to raising people's awareness of waste classification.
Currently, 13 localities in the province have arranged 884 solid waste collection points; some localities have invested in garbage weighing stations and installed journey monitoring devices for garbage trucks, in order to strictly control the volume of collected and transported waste for treatment according to regulations.
However, up to now, the work of classifying, collecting and transporting solid waste at source is still slow compared to the plan set out in the Law on Environmental Protection. According to the leader of the Department of Natural Resources and Environment, no locality has implemented the classification of solid waste at source in a synchronous manner; and has not yet provided the collection and transportation services of solid waste after classification according to the provisions of the Law on Environmental Protection. Notably, there is a lack of collection locations and transfer stations that meet the regulations; solid waste is mainly treated by landfill and incineration (except for the treatment area in Quang Nghia, Mong Cai City, which has sufficient technological infrastructure to meet the requirements); especially, regulations on norms and unit prices for collection, transportation and treatment according to the requirements for classifying solid waste have not been issued.
To implement the classification of solid waste at source according to the provisions of the Law on Environmental Protection, it is necessary for the entire political system to participate and for people to raise awareness of solid waste management, thereby contributing to sustainable environmental protection.
