(QNO) - On August 15, the Provincial People's Committee issued Official Dispatch 5449 requesting departments, branches and People's Committees of districts, towns and cities to exploit and use the Provincial Administrative Procedure Information System (TTHC) to serve the direction and administration of the Provincial People's Committee and the Chairman of the Provincial People's Committee.

The administrative procedure settlement information system (iGate 2.0 System) has been in operation since April 17, 2023 and is in the process of continuing to upgrade and complete; The system basically meets the requirements for handling administrative procedures for officials, civil servants, and public employees, serving the submission of online public service records by people and businesses, and the work of statistics and periodic data reporting.

However, some features and functions on the iGate 2.0 System are not yet complete, e-Form is still lacking, partial and complete online public services have not been reviewed, the implementation process has not been restructured, the application of electronic receipts in fee and charge collection is still inadequate, some electronic processes in handling administrative procedures have not been fully updated compared to the approved internal processes; in addition, many statistical forms in the iGate 2.0 System have not been promptly standardized to serve the state management of administrative procedures well.

To resolve the above-mentioned problems, the Chairman of the Provincial People's Committee requested heads of agencies, units, and localities to direct civil servants and public employees to regularly use the iGate 2.0 System to receive and process administrative procedure records according to the granted accounts, ensuring synchronous processing between paper records and electronic records on the iGate 2.0 System.

Regularly monitor, check and supervise the results of handling records on the iGate 2.0 System; promptly detect and propose solutions to problems arising during the use of the iGate 2.0 System to continue to improve and serve the work.

The Department of Information and Communications shall coordinate with the Provincial People's Committee Office in decentralizing accounts to agencies, units, and localities; updating administrative procedure data and resolving problems arising during the operation of the iGate 2.0 System.

Regularly synthesize, promptly advise, and overcome existing limitations to ensure the system operates smoothly, meets the requirements for handling administrative procedures, serves people and businesses in submitting documents online, and performs statistical work and data reporting; establish and publicize a list of civil servants and public employees in charge of information technology as a focal point to support and resolve incidents arising during the exploitation and use of the iGate 2.0 System so that agencies, units, and localities can contact and send recommendations for resolution.
