Housing area behind schedule
Yen Hoa Housing Project in Quan Bau Ward, Vinh City, Nghe An Province has a scale of 3.41 hectares, total investment capital of 292.35 billion VND, approved by Nghe An Provincial People's Committee for detailed planning of 1,500 in 2008, and granted Investment Certificate in 2009.
The investor is Nghe An Young Enterprise Joint Stock Company, located in Quan Bau Ward, Vinh City, with Mr. Nguyen Van Ket, Chairman of the Board of Directors of the Company as the legal representative.
Yen Hoa Housing Project has a total investment capital of 292.35 billion VND.
The project includes an apartment complex combined with a supermarket and commercial services, including a 9-storey building (area of about 4,500m2); a townhouse area consisting of 24 lots, each lot from 160-238m2 (total area of about 4,000m2); a 3-storey townhouse area consisting of 74 lots, each lot from 103-139m2 (total area of 9,200m2).
In addition, the project also has a public construction area including a 2-storey kindergarten, area of about 2,200m2; Green area, sports, park (nearly 3,000m2).
The Yen Hoa housing project has lasted 15 years but is still in disarray.
The project duration is 28 years, the project implementation progress is 5 years from the date of issuance of the Investment Certificate. However, after approval, Nghe An Young Enterprise Company did not implement the project as scheduled. From 2020 to present, the project has been extended many times by the People's Committee of Nghe An province, but has not been completed yet.
In early August 2024, according to Nguoi Dua Tin reporters, the project is still in disarray when it comes to building villas and townhouses. Public facilities such as kindergartens; green areas, sports facilities; headquarters… are still on paper.

Recently, on June 4, 2024, Vinh City People's Committee issued Decision No. 381/QD-XPHC on a fine of 70 million VND to Nghe An Young Enterprise Joint Stock Company for starting construction without having an approved construction drawing design of the project or construction items.
Rectifying the quality of housing and urban infrastructure
In addition to the above housing project, currently in Nghe An there are still a number of projects that have been put into use but the technical infrastructure and social infrastructure of the project have not been invested synchronously, or have been invested but are now showing signs of degradation.
Even some projects were granted an extension of progress by the People's Committee of Nghe An province but until now have not yet started construction, or have completed technical infrastructure and social infrastructure items but the quality is not guaranteed.
Faced with the above situation, the People's Committee of Nghe An province has just issued Document No. 6279/UBND-CN requesting the Department of Construction; People's Committees of districts, cities, towns; Investors to strengthen the work of ensuring quality and managing the quality of infrastructure of housing development projects and urban areas in the province.
Specifically, the People's Committee of Nghe An province requires investors of housing and urban development projects in the province that have put the project into operation (including projects that have been partially put into operation) to fully perform their roles and responsibilities in managing construction investment projects; managing the quality and progress of construction works; managing labor safety and the construction environment during construction works; and strictly complying with construction order according to the provisions of law.
Along with that, review and invest in the complete construction of technical infrastructure and social infrastructure items such as: Sidewalks, traffic safety systems, public lighting systems, cultural houses, schools, public activity areas... to ensure project synchronization, ensure safety and quality of works in accordance with planning, design documents that have been appraised, approved, current regulations and standards.
Apart from some villas and townhouses under construction, other items at the Yen Hoa Residential Area project (Vinh City, Nghe An) have not yet been constructed.
The Provincial People's Committee requests the People's Committees of districts, cities and towns to regularly monitor and urge investors of housing and urban development projects in the area to focus resources on overcoming, repairing, investing in and supplementing construction items according to the progress and time that the Provincial People's Committee has requested investors to implement. In case any investor is late or does not implement, it must report to the Department of Construction for consideration and handling according to regulations.
