Temporarily stop recruiting civil servants and holding leadership exams

(NLDO) - For units that are expected to be reorganized, temporarily suspend appointments, transfers, and nominations for higher positions for leadership positions.

The Ho Chi Minh City People's Committee has just issued an urgent document on the policy of organizational structure and personnel work to implement the arrangement and streamlining of the organizational structure according to Resolution No. 18.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee requested heads of departments, branches, specialized agencies, public service units, 100% state-owned enterprises under the City People's Committee, Chairmen of People's Committees of districts, Thu Duc City to closely follow and strictly implement the policies and requirements of Resolution 18.

At the same time, it is necessary to carry out ideological work well to raise awareness and responsibility of government leaders, functional agencies, specialized departments, public service units, especially heads and leaders and managers, to create unity, consensus, and high determination to continue to effectively implement Resolution 18 in conjunction with relevant Party policies.

The Chairman of the Ho Chi Minh City People's Committee assigned heads of specialized agencies, public service units, Chairmen of People's Committees of districts, Thu Duc City, and leaders of 100% state-owned enterprises under the City People's Committee to review and propose plans to arrange and streamline the organizational apparatus; review internal work handling procedures, and apply information technology to improve the efficiency of task performance.

Ensure the general requirement that the new apparatus organization must be better than the old one and put into operation immediately; not to interrupt work, leave gaps in time, leave vacant areas or fields; not to affect the normal activities of society and the people.

Streamlining the organizational apparatus goes hand in hand with streamlining the payroll and restructuring the team of cadres and civil servants with sufficient qualities and capacities equal to the tasks.

From December 1, 2024 until the completion of the organizational arrangement according to the Central's direction, Ho Chi Minh City will temporarily suspend the recruitment of civil servants, including the recruitment of commune-level civil servants; and temporarily suspend the plan to organize a pilot exam for leadership and management positions at the department level and equivalent in 2024 according to Decision 3549/2024 of the Chairman of the City People's Committee.

For state agencies, units, and enterprises that are expected to be reorganized and streamlined: temporarily stop implementing documents approving policies for restructuring, appointing, transferring, rotating, and recommending candidates for higher positions for leadership and management positions until the organizational arrangement is completed.

Along with that, continue to carry out the process of reappointment, extension of term of office, retirement, acceptance of resignation, and termination of employment according to wishes.

For state agencies, units, and enterprises that are not expected to be reorganized and streamlined: temporarily stop implementing documents approving policies to perfect leadership and management positions.

For positions under the management of the Standing Committee of the City Party Committee, the Ho Chi Minh City People's Committee has a policy of consolidation: assigning the Department of Home Affairs to preside over and coordinate with agencies, units, and state-owned enterprises to review the structure, number of personnel, and requirements for performing tasks to advise the Party Committee of the City People's Committee for consideration and decision.

Continue to carry out the process for the following records: reappointment, extension of tenure, retirement, approval of resignation, and termination of employment at will.

The Chairman of the Ho Chi Minh City People's Committee requested heads of agencies, organizations, units, and localities to urgently and seriously implement the above contents to carry out the arrangement and streamlining of the organizational apparatus.
