On April 5, information from the Bao Lam District Party Committee (Lam Dong Province) said that this agency issued Decision No. 1227-CV/HU directing the District People's Committee to temporarily suspend the work of the Chairman of the People's Committee of Loc Thanh Commune and the civil servant of the Land and Construction Department of this commune, to clarify responsibilities in state management of land and construction order.
The decision clearly stated the reason for Mr. Do Ngoc Can (Chairman of the People's Committee of Loc Thanh commune) to temporarily suspend his work for 15 days to consider the responsibility of the head in the State management of land and construction order due to the incident of building a number of detached houses that were not in accordance with the construction planning in the area of village 10A, Loc Thanh commune.

During the temporary suspension from work, Mr. Do Ngoc Can is responsible for coordinating with relevant agencies to clarify related issues in state management of land and construction order in Loc Thanh commune.
For Mr. Tran Ngoc Hoan (officer of Land Administration - Construction of Loc Thanh commune), temporarily suspended from work for 15 days to review responsibility in state management of land and construction order due to the incident of building a number of detached houses that did not comply with construction planning in area 10A, Loc Thanh commune.
During the temporary suspension from work, Mr. Tran Ngoc Hoan is responsible for coordinating with relevant agencies to clarify related issues in state management of construction and land use in the commune.

Bao Lam District Party Committee also requested the District People's Committee to direct the district's functional departments and offices to organize inspections of state management of 22 adjacent villas illegally built in village 10A, Loc Thanh commune.
According to the report of Loc Thanh Commune People's Committee sent to Bao Lam District People's Committee, these 22 villas are owned by many people and Mr. Doan Tri Khoa is hired to manage and supervise the construction.
According to this report, currently the relevant land use right certificates have been converted into rural residential land.
However, all of the above construction projects have not been licensed by competent authorities as prescribed. Since the above construction projects began, the People's Committee of Loc Thanh commune has received many feedbacks from local people.
All 22 villas that were said to be built above are not in accordance with the construction planning in village 10A, Loc Thanh commune (Bao Lam district).
According to Mr. Do Ngoc Can, Chairman of the People's Committee of Loc Thanh commune - who has just been temporarily suspended from work, all 22 construction projects mentioned above violated the law by not having a construction permit.
Since discovering the illegal constructions, the Commune People's Committee has repeatedly drawn up records requesting that construction be stopped. However, during the working process, the landowners have avoided cooperating.
