Over the past 15 days, Son La province has experienced widespread moderate and heavy rain. Heavy rain lasting for many days has caused flash floods and landslides, seriously affecting people's lives and production, severely affecting infrastructure, including many roads being eroded and flooded, making them impassable. Localities and functional agencies are focusing on overcoming the consequences of natural disasters and stabilizing people's lives.
The natural disaster killed 1 person, injured 3 people; damaged 180 houses, of which 12 houses were damaged over 70%; 122 houses were severely damaged from under 30%-50%; 46 houses were flooded and had to be urgently relocated. Regarding production, it damaged 92.95 hectares of rice; 3.15 hectares of crops; 64.61 hectares of annual crops; 4.96 hectares of fish ponds were flooded and 662 kg of fish were swept away...
On National Highway 279D in Son La province (Km28-Km105+300), landslides and sedimentation caused traffic jams at 6 locations, of which 1 location was particularly serious (Km32+300-Km32+600; L=300m) due to landslides with large volumes burying and damaging the foundation, road surface, and road works, leading to the inability to travel from the center of Muong La district, Son La province to National Highway 32, Than Uyen district, Lai Chau province and vice versa. There was 1 location of erosion of Nam Pam bridge pier Km65+890 and 168 locations of small landslides and sedimentation of the road surface with a volume of about 20,400 m3 .
In addition, on the national highway through the province and provincial roads, floods caused traffic jams at 38 locations; 1,441 positive slope collapse locations, 123,467 m3 of sedimentation; 7 negative slope landslides/442 m; 1,226 m2 of road surface damage and 36 drainage works damage...
In Muong La, Quynh Nhai, Song Ma, Mai Son districts, floods caused 10 medium voltage poles to collapse and be buried; 47 low voltage poles to collapse and tilt; 59 customers suffered electrical problems due to floods... The total estimated damage in Son La province is about 39.5 billion VND.
Responding to natural disasters, the Steering Committee for Disaster Prevention and Control of Son La province issued Official Dispatch No. 88/PCTT-VP dated August 1, 2023 directing the People's Committees of districts, cities, departments, branches and sectors of the Steering Committee for Disaster Prevention and Control of the province to proactively respond to heavy rains, risks of flooding, flash floods and landslides; Official Dispatch No. 3034/UBND-KT dated August 8, 2023 of the Provincial People's Committee on the implementation of Official Dispatch No. 726/CD-TTg dated August 6, 2023 of the Prime Minister on focusing on responding to and overcoming the consequences of floods in the mountainous and midland areas of the North.
Mr. Ha Nhu Hue, Director of the Department of Agriculture and Rural Development, Deputy Head of the Provincial Steering Committee for Disaster Prevention and Control, said: Immediately after the floods occurred, the Provincial Party Committee, People's Council, People's Committee, Provincial Steering Committee for Disaster Prevention and Control, departments, branches and sectors established working groups to directly go to the disaster-hit areas to direct the handling of consequences. Districts established response working groups; mobilized forces to urgently deploy storm and flood prevention measures according to the "4 on-site" motto. Visited, encouraged and promptly supported families with dead or missing people, collapsed houses, households at high risk of landslides, ensuring stable lives for people.
The forces moved 43 households at risk of being unsafe to safe locations, helped households affected by landslides and floods to repair their houses, clean up, and soon stabilize their lives.
Mr. Nguyen Van Chinh, Deputy Director of the Department of Transport, said: The Department has directed departments, offices, and Project Management Boards to inspect and review damage on the routes, focus on quickly overcoming landslides and deep flooding, ensuring the fastest route clearance and traffic safety on the route (ensure traffic step 1); arrange forces to control, support, and guide traffic in areas with landslides, overflows, and deep flooding... to ensure the safety of people and vehicles; support localities with technical solutions, promptly overcome incidents on district and commune roads, ensuring convenient travel for people.
As for National Highway 279D, up to now, 5 locations have been opened to traffic, but there is still 1 landslide location that buried the foundation, surface and construction at Km32+300-Km32+600 in Tang Khe village, Chieng Lao commune, with a buried section of about 300 meters, where construction workers are concentrating.
Mr. Vi Tien Son, Technical Planning Department, Son La Traffic Management and Construction Joint Stock Company 1, directly directed the landslide repair at the location in Tang Khe village, Chieng Lao commune, said: The company is mobilizing 8 excavators, 30 workers working in shifts regardless of day or night to clear landslide soil and rocks. Striving to fully open National Highway 279D tonight, completing 2 days faster than expected.
On Provincial Road 106, the unit is currently arranging machinery, equipment, and human resources for landslide locations and coordinating with the Huoi Quang Hydropower Plant to repair and ensure traffic. It is expected that under favorable weather conditions, without rain, the route will be cleared on August 13.
Mr. Nguyen Van Thang, Deputy Director of Son La Power Company, said: The Company directed Muong La Power Company and Thuan Chau - Quynh Nhai Regional Power Company to urgently deploy plans and make efforts with the locality to overcome the consequences. By 13:40, August 10, Son La Power Company had restored and restored power to 59 affected customers in Muong La and Quynh Nhai districts.
To stabilize people's lives, production and daily activities as soon as possible, the province has been mobilizing forces, means and funds to implement solutions to overcome the consequences of natural disasters. However, the damage is large and widespread, the Provincial People's Committee is asking the Central Government to support funding for moving and arranging residents in disaster areas; support to repair and ensure traffic on roads damaged by floods.
