According to the 2024 Land Law, the Certificate of Land Use Rights and Ownership of Property Attached to Land (commonly known as the Red Book) is a legal document for the State to confirm the legal land use rights and ownership of property attached to land of the person with land use rights and ownership of property attached to land.
Property attached to land is granted a certificate of land use rights and ownership of property attached to land, including houses and construction works attached to land according to the provisions of law.
Certificates of land use rights, certificates of land use rights, house ownership rights and other assets attached to land as prescribed by relevant laws implemented in accordance with the provisions of this law have the same legal value as certificates of land use rights and ownership rights of assets attached to land in this law.
Compared to the 2013 Land Law, the name of the new red book is shorter, in which the phrase "ownership of houses and other assets attached to land" is replaced by "ownership of assets attached to land".

Red books with old names, issued before the effective date of the 2024 Land Law, have the same value as the new red books and are still legally valid, and do not need to be exchanged for new books. People who want to exchange their books will be met by state agencies.
New red books are issued according to a unified form nationwide as prescribed by the Minister of Natural Resources and Environment (TN-MT).
According to the Draft Circular regulating the certificate of land use rights, ownership of assets attached to land and cadastral records (referred to as the certificate) that the Ministry of Natural Resources and Environment recently solicited opinions on, the new red book form will only have 2 pages instead of 4 pages as at present.
The new red book form will print the QR code at the top, right corner of page one.
The national emblem is reduced in size and placed in the left corner of page one, instead of in the center as it is now.
In the middle of page one is the word "certificate" printed in large capital letters. Below is the word "land use rights, ownership of assets attached to land" printed in smaller capital letters, replacing the current word "land use rights, ownership of houses and assets attached to land".
Information on land users and owners attached to the land; land plot information including plot number, land type, duration of use, form of land use, origin of land use, address; information on assets attached to the land; land plot diagram, are all provided on page one.
Over the past 20 years, the red book has changed its name three times corresponding to the amendments to the Land Law. The 2003 Land Law stipulates that the red book is called "Certificate of land use rights", while the 2013 Land Law stipulates that the red book is called "Certificate of land use rights, house ownership rights and assets attached to land".
