Will social housing "explode" in 2025?

The housing market in 2025 is welcoming many social housing projects. Although not yet bustling, this supply has brought a "new wind" to the low-cost housing market, a "star of hope" for people and low-income workers, especially in big cities with a context of soaring housing supply prices.

In early March 2025, Hanoi welcomed a new social housing project, the Kim Chung Social Housing Project in Dong Anh, Hanoi, developed by a consortium of Hanoi Housing Development and Investment Corporation (Handico) and Viglacera Corporation - JSC (VGC). The project will provide the market with 1,588 apartments and is expected to be completed and put into use from the fourth quarter of 2026.

In 2025, Hanoi will welcome two new social housing projects in Long Bien. It is known that these two social housing projects belong to the Thuong Thanh social housing area with an area of ​​over 6 hectares, the scale of 3 apartment buildings CT1, CT2, CT3 with 22 floors and 44 adjacent houses, invested by a joint venture of Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company.

According to the Hanoi Department of Construction, it is expected that this year, the city will have 11 completed social housing projects, providing nearly 6,000 apartments, and continue to start construction on 5 projects with a scale of 10,220 apartments.

Most recently, on March 20, in Ha Nam, Sun Group started construction of a social housing project in Phu Ly city, Ha Nam. The social housing areas are located on both sides of Ring Road 5, between Sun Urban City and Nam Cao University.

Also in March, Vinh Phuc recorded a social housing project officially started in Vinh Yen, which is the social housing project in the new urban area of ​​Nam Vinh Yen, Vinh Phuc province. It is known that the project has a total investment capital of 6,824 billion VND, a total land area of ​​nearly 171,000m2; and a total floor area of ​​more than 489,000m2.

In Binh Duong, Kim Oanh Group has recently started construction of the K-Home social housing urban area in Hoa Phu ward, Thu Dau Mot city. This social housing project is built on a 26.6ha land area, near 4 large industrial parks in Binh Duong.

According to Mr. Nguyen Quoc Hiep, Chairman of the Vietnam Association of Construction Contractors, the significant increase in the number of social housing projects in 2024 and early 2025 has become a "bright spot" of the real estate market. In addition, the effective date of Decree 100 and the Housing Law (amended) has removed many obstacles, promoting the supply of social housing. The new regulations in this law not only help businesses develop social housing more conveniently but also provide better support for buyers.

Hoa Lac land market "quietly" stirs up

Positive information about regional infrastructure is creating the premise for the growth of the Hoa Lac land market (Hanoi), some areas are experiencing slight waves in early 2025 in the general growth of the real estate market.

A survey by Batdongsan.com.vn noted that Hoa Lac land in Thach That area increased slightly in price, about 10% compared to July and August 2024. Specifically, land in Tien Xuan commune with street frontage increased from 27-30 million VND/m2 to 29-32 million VND/m2. Land in Binh Yen also increased in price from 20-22 million VND/m2 to 22-24 million VND/m2.

Land in Thach Hoa commune, located on a double-track road, increased from 35-36 million VND/m2 to 38-40 million VND/m2. Also in Thach That area, land in Tan Xa in locations facing a business road increased from 34-36 million VND/m2 to 37-40 million VND/m2. Land in Tan Xa, on a double-track road, also increased from 22-25 million VND/m2 to 24-27 million VND/m2.

For the Quoc Oai land market, a new price level has also been established. Specifically, for Hoa Thach land, in plots where cars can enter, the price has also increased from 21-23 million VND/m2 to 23-25 ​​million VND/m2.

At the frontage of Provincial Road 412B, Dong Yen land also increased in price from 37-41 million VND/m2 to 40-43.5 million VND/m2. For locations deep in the village, the increase was also significant, from 9-11 million VND/m2 to 10.5-12 million VND/m2. Land in Phu Man increased slightly from 12-13 million VND/m2 to 13-14 million VND/m2. Phu Cat land also increased from 10-13 million VND/m2 to 11.5-14 million VND/m2.

Investors consider Hoa Lac land as a market with many growth drivers, witnessing positive changes in planning information. Accordingly, Hanoi has determined to turn Hoa Lac High-Tech Park into a smart science city.

At the end of 2024, the Hanoi People's Committee approved four 1/2000 scale urban planning projects for Hoa Lac, including HL3, HL4, HL5 and HL6, with a total area of ​​4,700 hectares. The zoning planning project will divide and determine the functions and land use indicators of land plots and social infrastructure works in an urban area to specify the general planning.

In addition, the strong investment in transport infrastructure is creating the premise for economic development in general and Hoa Lac real estate in particular. Typical projects include Thang Long Boulevard, the section connecting from Highway 21 to Hoa Lac - Hoa Binh Highway, Hoa Binh - Moc Chau Highway, urban railway line No. 5 along the extended Thang Long Boulevard and the railway connecting the satellite cities of Son Tay - Hoa Lac - Xuan Mai along Highway 21.

Social infrastructure around Hoa Lac area is also being accelerated with Hanoi National University already in operation, Central Maternity Hospital, Branch 2, Central Children's Hospital, Branch 2 in Quoc Oai district. In addition, Hoa Lac High-Tech Park has also attracted 108 investment projects with a total registered investment capital of about 116,000 billion VND.

Da Nang re-evaluates land prices for a series of projects facing problems

The Department of Agriculture and Environment (DARD) of Da Nang City has just reported a plan to resolve the re-determination of land prices to collect financial obligations to the State budget for lost revenue and exemptions according to Inspection Conclusion 2852/2012 of the Government Inspectorate.

Along with that is the collection of financial obligations for losses due to illegal reduction of land use fees and land rent. This is carried out according to Resolution 170/2024 of the National Assembly.

Specifically, for the 15 projects mentioned in Inspection Conclusion 2852, the Department of Agriculture and Environment has submitted 11/15 reports on plans to collect financial obligations for 11 projects to the City People's Committee.

11 projects include: Dap, Dap 1, Dap 2; P&I Resort; Land plot 58 Bach Dang; Vinacapital Golf Course; Dong Phuong Beach Villa and Hotel; Da Nang Tower; Vinacapital Beach Tourism Area; Alphanam Luxury Commercial, Service and Hotel Apartment Complex.

Central Coast luxury hotel and apartment complex project; Future Property Invest luxury beach resort; The Empire luxury resort and housing (phase 1 and 2).

The People's Committee of Da Nang City has agreed on 3/11 reports on financial obligations for three projects, including: Dong Phuong Beach Villa and Hotel Area; Vinacapital Golf Course; Vinacapital Beach Tourism Area.

On that basis, the Department invited the investor to work and notify, prepare documents to hire consultants to determine land prices for these 3 projects.

The Department of Agriculture and Environment has provided information on 15 projects to relevant units to guide investors to supplement missing procedures, ensuring that after investors fulfill their financial obligations, the project can continue to be implemented or land use right certificates will be issued.

The Department of Natural Resources and Environment said that in the coming time, it will continue to develop a collection plan for the remaining 4 projects to report to the City People's Committee for consideration and approval.

In the process of calculating financial obligations, the Department of Agriculture and Environment proposed that the City People's Committee assign the Department and related units, and localities where the land is located to review and guide investors to supplement legal procedures (if any).

It is expected that the Department will advise the City People's Committee to complete the removal of difficulties and obstacles for 9/15 projects in 2025; 3/15 projects will be completed in the first quarter of 2026 and the remaining three projects will be completed in the second quarter of 2026.

What should you pay attention to when buying land without a red book?

Buying land is a common transaction in social life. Depending on the time, the way to handle buying land without a red book will be different.

Buying land without red book after August 1, 2024

According to Clause 1, Article 45 of the 2024 Land Law, land users are allowed to exercise the rights to convert, transfer, lease, sublease, inherit, donate land use rights; mortgage, and contribute capital using land use rights when meeting the following conditions:

- Have a Certificate of land use rights or a Certificate of house ownership rights and land use rights or a Certificate of land use rights, house ownership rights and other assets attached to land or a Certificate of land use rights, ownership rights of assets attached to land, except for cases of inheritance of land use rights, conversion of agricultural land when consolidating land, exchanging plots, donating land use rights to the State, residential communities and cases specified in Clause 7, Article 124 and Point a, Clause 4, Article 127 of the 2024 Land Law.

- Land has no dispute or the dispute has been resolved by a competent state agency, a court judgment or decision, an arbitration decision or award that has come into legal effect.

- Land use rights are not subject to seizure or other measures to ensure enforcement of judgments according to the provisions of the law on civil judgment enforcement.

- During the land use period.

- Land use rights are not subject to temporary emergency measures as prescribed by law.

Thus, after August 1, 2024, people must meet all of the above conditions when buying land.

Buy land without red book before August 1, 2024

In the case of purchasing land without a red book before August 1, 2024 but not yet completing the procedures for transferring land use rights, the new owner, if eligible for a Certificate of Land Use Rights, will be requested to be granted a certificate without having to go through the name change procedure.

In the following cases of land use due to illegal transfer of land use rights but with the signatures of the relevant parties but without being granted a Certificate and not falling under the cases specified in Clause 2, Article 42 of Decree 101/2024/ND-CP, the land user shall carry out land registration procedures, grant a Certificate of land use rights and ownership of assets attached to land for the first time according to the provisions of the 2024 Land Law and the provisions of Decree 101/2024/ND-CP without having to carry out procedures for transferring land use rights; the agency receiving the dossier shall not request the transferee of land use rights to submit contracts and documents on transferring land use rights according to the provisions of law, except for documents on inheritance of land use rights according to the provisions of Point d, Clause 1, Article 28 of Decree 101/2024/ND-CP:

- Use of land due to transfer of land use rights before July 1, 2014 in cases where there are no documents on land use rights as prescribed in Article 137 of the 2024 Land Law.

- Use of land due to transfer of land use rights before August 1, 2024 with documents on land use rights as prescribed in Article 137 of the 2024 Land Law.

- Use of land due to the transfer of land use rights from the inheritor of land use rights as prescribed in Clause 4, Article 45 of the 2024 Land Law.

Note: According to regulations, buying and selling land without a red book is a violation of the law. In case of buying and selling before August 1, 2024, follow the procedure for issuing a red book for the first time to get a new book if eligible.
