Some solutions will be implemented to improve scientists' income.

This afternoon, October 9, the Ministry of Science and Technology held a regular press conference for the third quarter. At the press conference, representatives of relevant departments and offices of the Ministry of Science and Technology shared information on improving working conditions and quality of life for scientists.

Incentive policies are not as expected

According to Ms. Nguyen Thi Ngoc Diep, Director of the Legal Department (Ministry of Science and Technology), the Ministry has recognized some difficulties in the above issue, so it has conducted an initial review of the difficulties encountered in the past. In the near future, when implementing the amendment of the Law on Science and Technology, the Ministry of Science and Technology plans to supplement a number of policies. For example, clarifying concepts such as scientists and leading scientists, to have incentives corresponding to these titles.

"We know that nowadays, technology is applied in production and in businesses a lot. We plan to define more clearly the technology titles, to show the state's interest as well as preferential policies related to these titles. Or, we will also add regulations related to the ministries and branches that will have to pay more attention to training human resources in science and technology, to improve the quality and capacity of young scientists as well as talented scientists," Ms. Diep shared.

Ms. Pham Thi Van Anh, Director of the Department of Organization and Personnel, said that implementing the Law on Science and Technology, since 2013, the Ministry of Science and Technology has coordinated with a number of ministries and branches to develop and promulgate under its authority, or submit to the Government for promulgation a number of policies related to improving the lives of scientists. Among them, there are a number of special preferential policies for groups of high-quality scientists such as leading scientists, scientists assigned to preside over especially important national-level tasks, and talented young scientists.

"However, as the Director of the Legal Department mentioned, despite many wishes and expectations, policies for individuals working in science and technology are still very modest. In particular, the issue of salary and income for scientists is really not commensurate with the dedication and contributions of this force to the development of science and technology and socio-economic development," said Ms. Van Anh.

Science and technology organizations will be fully autonomous.

According to Ms. Van Anh, one of the mechanisms that can help science and technology organizations improve the payment of salaries and incomes to employees in their organizations is the autonomy policy for science and technology organizations.

However, recently, the Government issued Decree 60/2021/ND-CP regulating the financial mechanism of public service units (2021). The implementation of this Decree has made the implementation of preferential policies for scientists less favorable in some aspects than before. For example, previously, science and technology organizations could pay scientists a salary of up to 3 times their salary, but now this level has been limited.

Meanwhile, science and technology is a career field, so building a separate salary table different from other fields is really a difficulty. However, there are some solutions to improve this problem. First of all, according to Resolution 27 on salary reform (to be implemented from 2024), salaries will be paid according to job positions. Then there will be a mechanism to pay salaries commensurate with the position and contributions of each scientist.

Second, currently, the Ministry of Science and Technology is assigned by the National Assembly and the Government to preside over the drafting of a decree on the mechanism of autonomy and self-responsibility with specific characteristics, suitable for public science and technology organizations. It is expected that the revised and supplemented contents will give the heads of science and technology organizations the right to comprehensive autonomy, not like Decree 60 currently, which is based only on financial autonomy. Comprehensive autonomy, including the extremely important content of autonomy in personnel work, that is, autonomy in selection, recruitment, and salary payment.
