15 years ago (2010), the textile company signed a cooperation agreement with a number of companies and will relocate the factory, but until now it has not left the center of Hanoi.

Previously, on March 14, Tuoi Tre Online reported that residents of many high-end apartment buildings in Hanoi were complaining about the smoke from the textile company often blowing directly into their apartments.

The smoke column that people complained about was from Hanoi Industrial Textile Joint Stock Company (No. 91-93 Linh Nam Street, Mai Dong Ward, Hoang Mai District). The smoke column is located in a densely populated residential area and only about 7km from Hoan Kiem Lake.

In 2010, Hanoi Industrial Textile Joint Stock Company signed a cooperation agreement with parties to implement the project at land plot No. 93 Linh Nam and will relocate the factory.

According to the resolution of the 2011 annual shareholders' meeting, Hanoi Industrial Textile Joint Stock Company informed that it is continuing to research and implement the relocation of the company according to the policy of Hanoi People's Committee.

By 2022, in a written request for shareholders' opinions, Hanoi Industrial Textile Joint Stock Company said it was taking steps to "relocate the company according to schedule and plan".

But unexpectedly, on March 15, 2023, Mr. Pham Hoa Binh, Chairman of the Board of Directors and General Director of Hanoi Industrial Textile Joint Stock Company, signed Notice No. 15, suspending the implementation of the cooperation agreement with the parties since 2010 to implement the office, commercial and housing investment project at land plot No. 93 Linh Nam.

According to the agreement from 2010, the textile company will move the factory out of the land at 93 Linh Nam, and the cooperative party will transfer 146 billion VND to build a new factory.

To implement this agreement, Hanoi Industrial Textile Joint Stock Company (Party A of the cooperation agreement) invested more than 275 billion VND to rent land, build a factory and invest in a new production line in Hung Yen.

However, according to notice No. 15, Hanoi Industrial Textile Joint Stock Company stated that the cooperating unit (Party B) did not properly implement the agreements and had a written explanation due to financial difficulties.

Hanoi Industrial Textile Joint Stock Company said that failure to fulfill its commitment caused damage to the unit due to financial issues related to the investment in the factory in Hung Yen.

By the end of 2024, in the annual shareholders' meeting report, Hanoi Industrial Textile Joint Stock Company said it had invested in building a new factory in Pho Noi A Industrial Park (Hung Yen).

The items have completed over 90% of the project plan, are installing production line equipment, and will transfer technology with experts.

According to Tuoi Tre reporters, 15 years ago (2010), the Hanoi People's Committee announced a plan to relocate industrial production facilities that pollute the environment or are not in accordance with planning out of urban and residential areas in the city.

According to this plan, by 2015 Hanoi will complete the relocation of facilities causing environmental pollution . However, it is noted that since 2015 and up to now, many factories have not been relocated according to the policy of the Hanoi People's Committee.

Textile company will have to relocate in the near future

On the afternoon of March 17, speaking with Tuoi Tre Online , Mr. Nguyen Xuan Dai, director of the Hanoi Department of Agriculture and Environment, said that regarding the incident of Hanoi Industrial Textile Joint Stock Company releasing smoke into the environment in Hoang Mai district, the unit had sent a report to the Hanoi People's Committee.

"We have asked Hanoi Industrial Textile Joint Stock Company to stop operations and move out of the inner city according to the schedule. From now until August 2025, all polluting production workshops must be moved out of this area," said Mr. Dai.
