Before the news of merging provinces and cities, many parents and students were worried that their priority scores in the high school graduation exam and university admission would be affected.
Answering this question, Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that if there is a change, many candidates in the priority area by region will be affected.
"When developing a consulting plan with the Ministry's leaders, we and the Department of Quality Management raised the issue of merging provinces and cities, especially restructuring the management model at the localities. Up to this point, we still apply all policies of priority for candidates and regions according to the regulations of previous years," Mr. Dung informed.
The Deputy Director added that he will consult with the leaders of the Ministry of Education and Training on how to handle delays in applying these policies, in case the province merger takes place before the time when universities and colleges conduct enrollment (around the end of July, beginning of August).
Thus, changes in preferential policies for subjects and regions after the merger (if any) will be applied from next year.

2025 is the first year that 12th graders will take the high school graduation exam under the new general education program. The Ministry of Education and Training plans to hold the exam on June 26-27.
However, recently, Hanoi, Ho Chi Minh City, Nghe An, and Ninh Binh proposed that the Ministry of Education and Training organize the high school graduation exam 3 weeks earlier than expected. The Departments proposed this option because if the exam takes place at the end of June, it is likely that the provinces and cities will not have time to form the merger of the apparatus, all preparations for the exam will be rushed, confusing, and it will be difficult to ensure the organization is safe and serious.
Regarding this issue, Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, said that the Ministry of Education and Training has not yet had any official information about adjusting the high school graduation exam schedule earlier than expected. However, the Ministry always prepares flexible options, depending on objective conditions.
"The high school graduation exam is a national exam, taking place simultaneously in 63 provinces and cities and is always prepared early and remotely. Therefore, each locality will not organize a separate exam at a different time. If the exam schedule is changed compared to the plan, it will take place simultaneously in the provinces and cities," said Mr. Ha, adding that the preparation for the high school graduation exam has been decentralized to the local level.
Changing the exam schedule must be carefully calculated to have little impact on the entire system, especially candidates.
