Regarding the case of a 16-month-old girl in Gia Lam District (Hanoi) who was pinched on the cheek and threatened by a teacher while studying at the private independent kindergarten Ngoi Sao Nho (Trau Quy Town, Gia Lam District), on October 4, speaking with Thanh Nien , a leader of the Department of Education and Training of Gia Lam District said that because this educational facility was operating without a license, the unit had requested the People's Committee of Trau Quy Town to issue a document to close it.

Previously, many cases of child abuse or child injuries occurred in many localities, only then did the local authorities and education sector "discover" that the facility was not licensed to operate and organize suspension and closure.
The shortage of schools and teachers, even in some places having to "draw lots" to find luck to get their children into public kindergartens, has forced parents in urban areas, industrial zones, and export processing zones to "risk" sending their children to small private kindergarten groups without knowing whether the facility is licensed or not.
This puts children at increased risk of abuse when they are sent to unlicensed facilities.
Many opinions say that if a preschool cannot operate secretly, picking up and dropping off dozens of children every day, it cannot be said that the local management agency does not know.
Associate Professor Pham Tat Dong, former Vice President of the Vietnam Association for Promoting Education, said: "Encouraging and promoting the socialization of education does not mean laxity but must be strictly managed, do not wait until unfortunate incidents occur before thoroughly implementing."
At the conference to deploy tasks for the 2023-2024 school year organized by the Hanoi Department of Education and Training on the morning of October 5, Ms. Hoang Thanh Huong, Head of the Preschool Education Department, requested that the Departments of Education and Training strengthen coordination with local authorities, establish interdisciplinary inspection teams to regularly inspect the operations of educational institutions in the area to prevent preschools from operating "underground".
Ms. Huong also suggested: "When discovering a facility with violations or operating without a license, it must be resolutely handled and carefully inspected, avoiding the situation of issuing a notice of suspension but not checking, so that the facility remains open to welcome children."
The Hanoi Department of Education and Training also requires that when suspending operations, units must pay attention to the rights of children and workers. Units must assign responsibility to principals and class leaders in ensuring children's safety and enhancing autonomy and accountability when incidents occur.
