In addition, the directors of public hospitals are required to urgently develop and implement Circular No. 13 (price framework and pricing method for medical examinations on demand) and Circular No. 14 (regulations on procedures for developing bidding packages for purchasing goods and services in the field of medical equipment) recently issued by the Ministry of Health.
To avoid drug shortages, hospitals must proactively plan to select contractors at least 3 months before the current bidding package expires. There must be a plan to reserve drugs to ensure uninterrupted supply for medical examination and treatment. Contractor selection must be carried out as soon as the Department of Health approves the contractor selection plan. Note that hospitals must ensure the rights of patients with health insurance cards, and not let patients buy drugs from outside.
The Ho Chi Minh City Department of Health also requires directors of public hospitals to have solutions to inspect and monitor activities related to hospital revenue and expenditure, in compliance with legal regulations. Arrange time to attend training courses on hospital financial management for directors.
In addition, it is necessary to strengthen inspection and supervision of medical examination and treatment under health insurance; focus on controlling prescriptions, drug use, test orders, and technical service orders; and prevent abuse and profiteering of health insurance.
