Inspection conclusions are still being implemented.
Regarding the implementation of Inspection Conclusion No. 39, Mr. Nguyen Ngoc Tuan - Chief Inspector of the Ministry of Construction - said that on May 24, 2022, the Ministry of Construction Inspectorate organized the announcement of the above inspection conclusion. The deadline for implementing the conclusion is 60 days from the date of announcement of the inspection conclusion.
Inspection Conclusion No. 39 includes the inspection of the Hanoi Department of Planning and Architecture; Hanoi Institute of Construction Planning; a series of project investors involved in construction planning, planning adjustment and construction management of the area on both sides of Le Van Luong, To Huu, Nguyen Thanh Binh streets, Trung Hoa - Nhan Chinh urban area (referred to as Inspection Conclusion No. 39).
Assessing the implementation of the above inspection conclusion, Mr. Tuan said: "Basically, the Ministry of Construction highly appreciates the coordination of Hanoi City and its affiliated agencies. Up to now, the conclusion is being actively implemented by units, especially Thanh Xuan, Nam Tu Liem, Ha Dong and Cau Giay districts".
Thus, it has been nearly 12 months since the announcement of Inspection Conclusion No. 39. This period has exceeded the deadline for implementing the inspection conclusion by about 180 days.
Regarding the specific results of implementing Inspection Conclusion No. 39, the Inspectorate of the Ministry of Construction said that in 2022, the Standing Committee of the City Party Committee and the Hanoi Party Committee's Internal Affairs Committee issued a document directing the synthesis and reporting of the results of organizing the implementation of Inspection Conclusion No. 39 of the Ministry of Construction.
On January 5, the Hanoi People's Committee issued a document reporting the results of the implementation of this conclusion. The city assigned the Department of Planning and Architecture to preside over and promptly summarize the results of the Department of Construction, the Institute of Construction Planning, and the People's Committees of Cau Giay, Thanh Xuan, Nam Tu Liem, and Ha Dong districts on the implementation of the above conclusion, and report to the City People's Committee.
The Hanoi Department of Planning and Architecture has a written report dated July 15, 2022 on the implementation of the inspection conclusion sent to the Minister of Construction and the Inspectorate of the Ministry of Construction. According to the reports, the Department has organized the public announcement of the inspection conclusion; issued a plan to implement the inspection conclusion; organized the review and implementation of the recommendations in the inspection conclusion. Currently, the Department is continuing to review and implement some contents.
On December 28, 2022, the Hanoi Department of Construction issued a document on handling violations of construction order at a number of projects mentioned in Inspection Conclusion No. 39. According to the report, the Department has sent documents to the People's Committees of the districts and related investors. The Department has reviewed and proposed a solution to the City People's Committee.
Also according to the Inspectorate of the Ministry of Construction, the report of the Hanoi Institute of Construction Planning on January 10 showed that the Institute has issued a plan to implement the inspection conclusion; organized a review of 4 groups; resolved the recommendations in the inspection conclusion; reviewed and continued to implement the unresolved contents.
Handling the responsibility of many collectives and individuals of 4 related districts
In addition, the Chief Inspector of the Ministry of Construction said that the 4 related districts have issued documents directing the implementation of the inspection conclusion; organized working conferences with the relevant departments and offices in this Inspection Conclusion No. 39. However, according to information from the Inspector of the Ministry of Construction, up to now, the People's Committees of the related districts are still in the process of implementation.
The People's Committee of Ha Dong District and related departments, offices and units are implementing the review according to regulations. Regarding the problems related to construction order management, the People's Committee of Ha Dong District has directed the District Construction Order Management Team to coordinate with the People's Committees of related wards to organize work, urge and establish documents requesting investors to urgently take measures to overcome the problems in construction at the project.
Regarding the People's Committee of Cau Giay District, in 2022, the People's Committee of this district has issued documents directing the handling of construction works violating construction order according to Inspection Conclusion No. 39. In the report on the implementation results of Conclusion No. 39 dated March 23 of the People's Committee of Cau Giay District, this district said that it is continuing to implement and direct the implementation of some unfinished contents.
Regarding the People's Committee of Thanh Xuan District, on October 19, 2022, the People's Committee of this district issued a document reporting the results of the implementation of the inspection conclusion. According to the reports, the People's Committee of Thanh Xuan District has: issued documents directing the implementation of the inspection conclusion; issued a plan to organize the implementation of the inspection conclusion. Notably, the People's Committee of this district has organized a review of the responsibilities of collectives and individuals related to the contents recommended in the inspection conclusion. Specifically: the People's Committee of the district, the District Urban Management Department, the People's Committee of Nhan Chinh Ward, the District Urban Construction Order Management Team, the District Department of Education and Training; 13 individuals.
Thanh Xuan District People's Committee continues to fix unfinished contents.
Regarding the People's Committee of Nam Tu Liem District, on December 19, 2022, the People's Committee of Nam Tu Liem District issued a document reporting the results of implementing Inspection Conclusion No. 39. According to the reports, the People's Committee of this district has organized a review of collectives and individuals belonging to the District Urban Management Department, Trung Van Ward People's Committee, Dai Mo Ward People's Committee and the District Urban Construction Order Management Team.
In addition, the People's Committee of Nam Tu Liem District has also issued documents guiding investors and People's Committees of wards to overcome the recommendations in the inspection conclusion. Currently, the recommendations are in the process of implementation.
Regarding investors, the Ministry of Construction Inspectorate said that some investors with shortcomings mentioned in the inspection conclusion have reviewed the implementation of the inspection conclusion. Hanoi Real Estate Services and Trading Joint Stock Company and Nam Cuong Group Joint Stock Company have reported the results of implementing the inspection conclusion.
