Reviewing and developing a long-term strategic vision plan is one of the key political tasks identified by the 12th Dak Nong Provincial Party Congress, term 2021-2025.
Therefore, right after the congress, Dak Nong directed departments, branches, localities and units to start planning the province.
The work of developing the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, took place over a period of more than 3 years from 2021-2023. During the implementation process, Dak Nong received strong direction from the Government, the Prime Minister, and central ministries and branches.
The Provincial Party Committee, People's Council and People's Committee have focused on leading and directing with a spirit of urgency, responsibility and openness. The departments, branches and localities of the province have been very serious, responsible and highly determined.
Thanks to that, although this task took place under extremely difficult conditions, the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, with 19 contents and 34 tasks, was completed, ensuring quality.
On December 31, 2023, the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision 1757/QD-TTg.
This is an important milestone in the 2021-2025 period, laying the foundation for Dak Nong to effectively implement plans in the near future.
Speaking at the Announcement Ceremony of Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, which took place on March 23, 2024, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Luu Van Trung affirmed that the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, is of special importance to the Party Committee, government and people of all ethnic groups in Dak Nong. The planning will more clearly identify and propose solutions to thoroughly overcome the shortcomings and limitations in the past.
“This is a great milestone, affirming aspirations and pointing out development drivers for Dak Nong to exploit and maximize its potentials and strengths, ensuring harmony between socio-economic development and environmental protection. From here, Dak Nong is firmly on its journey to become a fairly developed province in the Central Highlands by 2030,” emphasized Chairman of the Provincial People’s Council Luu Van Trung.
Multiple strategic goals
Dak Nong province's planning for the period 2021-2030, with a vision to 2050, determines that by 2030, Dak Nong will become the national bauxite - alumina - aluminum industrial center and the region's renewable energy.
Regarding agriculture, the province will strive to develop high-tech agriculture and link market value chains. Dak Nong will develop resort and ecological tourism. The province will promote its advantages in climate, natural landscape, unique culture and the Dak Nong UNESCO Global Geopark.
By 2030, Dak Nong will become a fairly developed province in the Central Highlands. The infrastructure system will be invested synchronously, becoming an important gateway connecting trade between the Central Highlands and the Southeast.
By 2050, Dak Nong strives to become a developed province of the Central Highlands, with a synchronous and modern infrastructure. Dak Nong develops sustainably and comprehensively in terms of economy, culture, society, environment and ensures national defense and security.
The province strives to be the center of the national aluminum and post-aluminum industry. The province develops high-tech, valuable agriculture; and is the center of resort and ecological tourism in the region.
The economic development pillars of Dak Nong in the coming period will include 3 pillars: Bauxite-aluminium-aluminum smelting complex and clean energy industry.
Sustainable agriculture adapts to climate change linked to the market. Tourism develops towards ecology and resort, promoting the advantages of climate, natural landscape, unique culture and Dak Nong UNESCO Global Geopark.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Council Luu Van Trung affirmed that the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, is an extremely important political and legal basis for the province to enter a new period of breakthrough, rapid and sustainable development.
Dak Nong strives to become a developed province of the Central Highlands by 2050, becoming a "Strong Province - Rich People - Beautiful Nature - Compassionate Society", affirmed Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Luu Van Trung.
Focus on implementation
The plan to implement the Dak Nong Provincial Planning for the period 2021 - 2030, with a vision to 2050, was just approved by the Prime Minister in December 2024.
Dak Nong is determined to implement many solutions to implement this plan. Currently, departments, branches and localities in Dak Nong are resolutely implementing district-level plans, sectoral and field plans.
According to the plan, Dak Nong's average economic growth rate in the 2021-2030 period will reach about 9.05% per year. To achieve this target, Dak Nong province needs to mobilize a total social investment capital of about 345,500 billion VND.
Of which, the 2021-2025 period requires VND98,220 billion; the 2026-2030 period requires VND247,280 billion. Thus, on average, each year Dak Nong needs to mobilize resources of over VND30,000 billion.
Regarding solutions to implement the planning, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that Dak Nong will resolutely and quickly deploy plans, action programs, and projects to concretize the provincial planning.
Dak Nong will focus on promoting propaganda and widely disseminating the core contents of the planning to all levels, sectors, business communities, and people.
The province will promptly provide information on planning, introduce and promote potential, advantages, and priority projects to domestic and foreign business investors.
In addition to the province's efforts, Dak Nong hopes to continue receiving attention and direction from the Central Government to remove the difficulties and obstacles that the province is facing.
“In particular, the Government has approved the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) Expressway Project. The project is expected to start construction in 2025 and be completed in 2027. When the project is put into operation, Dak Nong is expected to attract investment and promote the province's socio-economic development,” Chairman of the Provincial People's Committee Ho Van Muoi expected.
At the conference to announce the Dak Nong Planning for the period 2021-2030, with a vision to 2050, held on March 23, 2024, Deputy Prime Minister Tran Luu Quang emphasized that the Dak Nong planning had been approved, but it could not immediately resolve all the difficulties and problems of the province. However, this was the basis for planning the development direction for the province in the coming period.
Dak Nong needs solidarity and cohesion, especially among leaders, to enhance their responsibility to the Party, the State and the People. The province needs to develop its economy, but must preserve its resources.
Dak Nong needs to promote digital transformation, contributing to creating the premise for other areas to develop further. The locality needs to be selective in projects and attract investment.
Dak Nong needs to “comply - be flexible - be consistent - be understanding”. Dak Nong must comply with the orientation and planning in the master plan. The province needs to be flexible in its approach to suit the local practical situation.
“Dak Nong needs to understand what planning is, in order to create solidarity from the Party, the State, businesses to all classes of people,” Deputy Prime Minister Tran Luu Quang directed at that time.
