The National Assembly supervises fiscal and monetary policies for the economic and social recovery and development program.

Specifically, the National Assembly decided to establish a National Assembly Thematic Supervision Delegation on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023.

Supervision focuses on the implementation of the National Assembly's resolutions on investment policies for a number of important national projects (Long Thanh Airport Project; North-South Expressway Project in the East for the 2017-2020 and 2021-2025 periods; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1).

The monitoring period is from the date of issuance of the resolution to December 31, 2023 for each specific project.

The National Assembly will monitor many issues of the real estate market and social housing.

In addition, the National Assembly decided to establish a National Assembly Thematic Supervision Delegation on "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023".

Supervision of the implementation of policies and laws on real estate market management and social housing development from July 1, 2015 to December 31, 2023 nationwide.

Subjects of supervision include: Government, Ministries, ministerial-level agencies; People's Councils, People's Committees of provinces and centrally-run cities and relevant agencies, organizations and individuals.

The monitoring content focuses on the promulgation of policies and laws on real estate market management and social housing development in the 2015-2023 period; the implementation of policies and laws on real estate market management and social housing development; the current status of management, direction, operation, organization and implementation of real estate market management and social housing development.

Notably, the resolution clearly states: Regarding the real estate market, it will clarify the difficulties and obstacles of real estate projects; the situation of handling violations in the real estate sector; the existence, limitations and causes of existence, limitations originating from institutions, legal regulations and the organization of implementation of legal regulations on land, planning, investment, housing, urban areas, construction, credit capital sources, issuance of corporate bonds, etc.

Regarding social housing development, the focus will be on monitoring programs, plans, and forms of social housing development; subjects and conditions for benefiting from social housing policies; land funds and capital sources for social housing construction; implementation of social housing projects (including: Procedures for investing in social housing projects, including selecting investors for social housing construction projects; incentives for investors in social housing construction projects); types of houses and standards for social housing areas; determination of rental prices, lease-purchase prices, and selling prices of social housing; principles for selling, leasing, and lease-purchasing social housing; management and operation of social housing.

The monitoring delegation reported to the National Assembly Standing Committee on the monitoring results at the September 2024 meeting and submitted them to the National Assembly for consideration at the 8th Session.
