Strengthen inspection and handling of violations related to social housing

Deputy Minister of Construction Nguyen Van Sinh signed Decision 110 promulgating the plan to implement the Prime Minister's Official Dispatch 130 of 2024 on focusing on directing the timely removal of difficulties and obstacles, promoting the implementation of social housing projects and Official Dispatch 03 of 2025 of the Prime Minister on rectifying and handling price manipulation, real estate speculation, and inspecting and examining real estate investment and construction projects.

The Ministry of Construction assigned the Department of Housing and Real Estate Market Management, the Ministry of Construction Inspectorate, the Legal Department, and relevant units to coordinate with ministries and localities to carry out 9 tasks to rectify the real estate market in 2025.

Accordingly, the Ministry of Construction requires units under the Ministry to coordinate with People's Committees of provinces and cities to strengthen inspection, examination and handling of violations in the implementation of laws on social housing.

In addition, these units conduct surprise inspections and checks when detecting signs of violations of laws on social housing development by agencies, organizations and individuals or cases with complaints and denunciations by organizations and individuals.

The Department of Housing and Real Estate Market Management and the Inspectorate of the Ministry of Construction are assigned to coordinate with the Ministry of Public Security and the People's Committees of provinces and cities to inspect, examine and review real estate business activities of enterprises, investors, trading floors and real estate brokers in the area, especially in areas and projects with unusual price increases to promptly correct, prevent and strictly handle violations.

In addition, the Ministry of Construction also requested the Department of Housing and Real Estate Market Management to urge localities to review, supplement planning, and arrange land funds to develop social housing in urban areas and workers' housing in industrial parks according to regulations, and strictly implement the allocation of 20% of land funds for housing projects and urban areas for social housing.

At the same time, the Ministry of Construction also requested relevant units to study and propose a pilot project for a real estate transaction center model and land use rights managed by the state.

The Department of Housing and Real Estate Market Management, the Department of Construction Activity Management and related units are assigned to coordinate with units of the Ministry of Public Security to update, complete and operate the national database system on housing and real estate market in combination with the national database on population, notarization, land, investment and construction.

Real estate supply tends to improve

The Ministry of Construction assessed that the real estate supply of commercial housing projects and projects with land use rights transferred to individuals to build their own houses has gradually improved each quarter, with each quarter being higher than the previous quarter.

For projects transferring land use rights to individuals to build their own houses, in the fourth quarter of 2024, the whole country completed 20 projects with a scale of about 3,170 lots/plots, equal to 285.7% compared to the third quarter of 2024.

Under construction: 497 projects with a scale of about 39,781 lots/plots, equal to 94.1% compared to the third quarter of 2024. 7 new projects were licensed with a scale of about 2,884 lots/plots, equal to 29.17% compared to the third quarter of 2024.

In 2024, the whole country will have 68 completed projects with a scale of about 7,717 lots/plots; there will be 59 newly licensed projects with a scale of about 11,147 lots/plots.

The Ministry of Construction assessed that in the fourth quarter of 2024, the real estate supply (of commercial housing projects and projects with land use rights transferred to individuals to build their own houses) has gradually improved each quarter, with each quarter being higher than the previous quarter.

Accordingly, the number of completed commercial housing projects in the fourth quarter was 156.25% compared to the third quarter of 2024. The number of commercial housing projects eligible to sell future housing was 98.18% compared to the third quarter of 2024; the number of projects with land use rights transferred to individuals to build completed houses was 285.7% compared to the third quarter of 2024. Overall, the real estate supply in 2024 (the number of newly licensed commercial housing projects) tends to increase slightly compared to 2023.

Meanwhile, the number of transactions of apartments, individual houses, and land in the fourth quarter of 2024 according to data compiled from the Department of Construction of localities with reports, the number of real estate transactions showed that the number of transactions of apartments and individual houses in the quarter was 25,409 successful transactions.

Land transaction volume, there were 86,796 successful transactions. According to the aggregated data, the transaction volume in the land, apartment and individual house segment in the fourth quarter decreased compared to the third quarter of 2024 (in the fourth quarter of 2024, there were 86,796 land transactions, equal to about 84.3% compared to the third quarter of 2024; for apartment and individual house transactions in the fourth quarter of 2024, there were 25,409 apartment and individual house transactions, equal to about 66.1% compared to the third quarter of 2024).

In 2024, the number of successful apartment and single-family house transactions will be about 125,545 units; the number of land transactions will be about 412,448 lots/plots. Thus, the number of apartment and single-family house transactions in 2024 will be about 98.5% compared to 2023, and the number of land transactions will be about 133.6% compared to 2023.

Hanoi is about to have 25 million/m2 apartments near the center

People with what income level are eligible to be approved to buy social housing projects in Tan Trieu commune, Thanh Tri district (Hanoi) with a tentative selling price of 25 million VND/m2, expected to receive registration applications in the fourth quarter of 2025.

The price of 25 million VND/m2 was just announced by the Hanoi Department of Construction after the social housing project in Tan Trieu commune was started at the end of last year. With that price, a 70m2 apartment in the project costs about 1.75 billion VND.

To be considered for purchasing an apartment in the project, you must ensure that you belong to the target groups eligible for social housing policies.

According to the Ministry of Construction, the beneficiaries of the social housing policy of the 2023 Housing Law inherits the 2014 Housing Law, basically including those who find it difficult to proactively buy housing without State support. Accordingly, the number of beneficiaries of social housing policies has been expanded from 10 to 12, specifically regulated in Article 76.

The 2023 Housing Law also reduces the conditions for people to enjoy preferential policies and support loans to buy social housing. In particular, subjects specified in Article 76 of the 2023 Housing Law, if renting social housing, do not have to meet housing and income conditions.

Subjects buying and renting social housing must meet the above two conditions.

Regarding income conditions for groups of beneficiaries of social housing policies, the Ministry of Construction said that according to Decree No. 100/2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing, for low-income earners in urban areas; workers and employees working at enterprises, cooperatives, and cooperative unions inside and outside industrial parks; cadres, civil servants, and public employees according to the provisions of the law on cadres, civil servants, and public employees, the income conditions prescribed in Clause 1, Article 30 shall apply.

Specifically, in case the applicant is single, the actual monthly income received must not exceed 15 million VND, calculated according to the salary and wage table confirmed by the agency, unit, or enterprise where the applicant works.

In case the applicant is married, the applicant and his/her spouse must have a total monthly income of no more than 30 million VND calculated according to the salary and wage table confirmed by the agency, unit or enterprise where the applicant works.

For officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, civil servants, defense workers and public employees currently serving in the army; people working in cryptography, people working in other positions in cryptography organizations receiving salaries from the State budget, the income conditions prescribed in Article 67 of Decree No. 100 shall apply.

Accordingly, in case the applicant is single, the actual monthly income received must not exceed the total income of an officer with the rank of Colonel (including basic salary and allowances according to regulations) confirmed by the agency or unit where he/she works or manages;

In case the applicant is married, if the applicant and his/her spouse are both subjects according to regulations, the total monthly income received must not exceed 2 times the total income of an officer with the rank of Colonel;

In case the applicant's spouse is not subject to the regulations, the total monthly income received must not exceed 1.5 times the total income of an officer with the rank of Colonel.

In case the applicant's spouse does not have a labor contract, the People's Committee at the commune level shall confirm the income condition.

Regarding this regulation on income conditions, voters wonder whether, for employees receiving salaries from the State budget and workers, when the basic salary is raised from VND 1,800,000 to VND 2,340,000, will the income conditions to buy social housing be adjusted accordingly?

Responding to this issue, the Ministry of Construction said that for employees receiving salaries from the State budget and workers, the income condition to enjoy the policy of purchasing or leasing social housing is the income level calculated according to wages and salaries confirmed by the agency, unit, or enterprise where the subject works, regardless of the adjustment of the basic salary.

Hung Yen prepares to auction 45 land plots

An Thi and Khoai Chau districts (Hung Yen) will organize auctions for the right to use 45 plots of land in early March. The highest starting price is over 48 million VND/m2 and the lowest is 16 million VND/m2.

In An Thi district, Lac Viet Joint Stock Auction Company will organize an auction of the right to use 4 land plots, which are assets of the People's Committee of Bai Say commune, on the morning of March 2.

Accordingly, the 4 auctioned land plots with symbols LK-29, LK-30, LK-31 and LK-32 are located in Hamlet 12, Bai Say Commune, An Thi District.

The area of ​​the plots ranges from over 104 m2 to over 112 m2. The starting price of the plots is 16 million VND/m2, equivalent to each plot costing from over 1.6 billion to over 1.8 billion VND.

The deadline for submitting auction documents is 5:00 p.m. on February 26 at the one-stop department of Bai Say Commune People's Committee and at the headquarters of Lac Viet Joint Stock Auction Company.

The form of land auction is by direct secret ballot in one round at the auction, the method of bidding up. The auction will take place at the Cultural House of Bai Say commune.

In Khoai Chau district, on the morning of March 5, Vietnam Auction Joint Stock Company will organize an auction of the right to use 41 land plots, which are assets of the People's Committee of Dan Tien commune.

Accordingly, the auctioned land plots are all rural residential land with long-term use in Dan Tien commune.

The area of ​​the plots ranges from 73.5 to 133 m2. The unit price ranges from 25 to 48.75 million VND/m2, equivalent to the starting price of each plot ranging from over 1.9 billion to over 6.2 billion VND.

Auction participants need to submit their documents from February 17 to 5:00 p.m. on February 28, at the headquarters of the People's Committee of Dan Tien Commune and the Vietnam Auction Joint Stock Company.

The auction is conducted in the form of gathering at the hall and the auction participants vote directly in one round by secret ballot, with the method of bidding up.

The auction is expected to take place at the Technical Infrastructure Market Construction Project of the Commercial Housing Area in Khoai Chau District, located at Dan Tien Commercial Center Area, Khoai Chau District.
