The National Assembly gives opinions on the use of resources for epidemic prevention and control.

Continuing the 5th Session, the National Assembly spent the whole day on May 29 discussing in the hall about the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine.

According to the Report of the Supervisory Delegation presented at the 22nd Session of the National Assembly Standing Committee, by December 31, 2022, the total resources mobilized to directly serve the work of epidemic prevention and control were over VND 236,000 billion, of which the state budget was over VND 189,000 billion, mobilized from aid sources (mainly vaccines), and sponsorship was over VND 47,000 billion.

The COVID-19 Vaccine Fund has raised over VND15,100 billion. The total number of vaccines received from aid and sponsorship sources is nearly 160 million doses; of which, aid from the governments of other countries alone is nearly 150 million doses, worth about VND24,000 billion.

Millions of volunteers, especially medical staff, officers and soldiers of the armed forces, directly participate in the frontline fight against the epidemic.

People from all walks of life, the business community, the Government and international organizations have contributed their efforts, money, goods and many other contributions in many forms, including many contributions and support that cannot be quantified in money.

The management, use, payment and settlement of mobilized resources for epidemic prevention and control have basically been carried out in accordance with the correct procedures and processes, and in accordance with issued policies and guidelines.

Based on the epidemic situation, on the basis of the needs and proposals of units and localities, funding and aid sources have been promptly allocated to units to serve the work of epidemic prevention and control. The receiving units have basically managed and used them in accordance with regulations.

Regarding the implementation of legal policies on primary health care and preventive medicine, monitoring results show that by 2022, the primary health care network will be developed nationwide. 100% of districts will have health centers, 99.6% of communes, wards and towns will have health stations, 92.4% of health stations will have doctors, and 71% of villages and hamlets will have medical staff.

With the aim of completely removing difficulties, obstacles, shortcomings and limitations in mobilizing, managing and using resources for COVID-19 prevention and control and building a network of grassroots health care and preventive medicine, the Supervisory Delegation proposed that the National Assembly issue a Supervisory Resolution. In which, it allows payment and settlement of some costs, establishing public-owned assets related to COVID-19 prevention and control and must be completed before December 31, 2023.

The Government, the Prime Minister, the Central Committee of the Vietnam Fatherland Front and relevant agencies and organizations shall study, summarize and submit to the National Assembly the amendment, supplementation or new development of a number of laws such as: Law on disease prevention; Amendment of the Ordinance on the State of Emergency or promulgation of the Law on the State of Emergency; Law on Health Insurance (amended).

In addition, develop a comprehensive response scenario for emergency situations, which specifically stipulates the responsibilities and coordination of agencies, organizations and individuals in allocating budgets, mobilizing, managing and using resources to serve urgent situations in conjunction with solutions to prevent and combat negativity; continue to synchronously implement solutions issued by the National Assembly and the National Assembly Standing Committee to remove difficulties and obstacles in the mobilization, management and use of resources to prevent and combat COVID-19 in particular and in the process of preventing and combating COVID-19 in general./.
