Approval of appointment of 3 deputy prime ministers
On the afternoon of August 26, with 432/432 delegates participating in the vote, the National Assembly (NA) passed a resolution approving the appointment of Mr. Nguyen Hoa Binh (former Chief Justice of the Supreme People's Court), Mr. Ho Duc Phoc (Minister of Finance), and Mr. Bui Thanh Son (Minister of Foreign Affairs) as Deputy Prime Ministers for the 2021-2026 term.
Along with the approval of the appointment of Mr. Nguyen Hoa Binh as Deputy Prime Minister, earlier on the morning of August 26, the National Assembly passed a resolution to relieve Mr. Nguyen Hoa Binh from the position of Chief Justice of the Supreme People's Court for the 2021-2026 term.
Regarding Mr. Ho Duc Phoc and Mr. Bui Thanh Son, the National Assembly has not yet removed the positions of Minister of Finance and Minister of Foreign Affairs. According to Chairman of the National Assembly Tran Thanh Man, Mr. Ho Duc Phoc will continue to be Minister until the position of Minister of Finance is completed. Mr. Bui Thanh Son will concurrently hold the positions of Deputy Prime Minister and Minister of Foreign Affairs (not completing the position of Minister of Foreign Affairs - PV ).
Mr. Nguyen Hoa Binh (66 years old), from Hanh Duc commune, Nghia Hanh district, Quang Ngai; Associate Professor - Doctor of Law, University of Security. He is a member of the Party Central Committee of the 11th, 12th, and 13th terms; a member of the Secretariat of the 12th and 13th terms and a member of the Politburo of the 13th term. He is also a National Assembly delegate of the 13th - 15th terms. Mr. Nguyen Hoa Binh has held the position of Chief Justice of the Supreme People's Court since 2016.

Mr. Ho Duc Phoc (61 years old), hometown Quynh Thach commune, Quynh Luu district, Nghe An; PhD in economics, bachelor's degree in finance - accounting. He is a member of the Party Central Committee of the 12th and 13th terms; National Assembly delegate of the 14th and 15th terms; Minister of Finance from 2021 to present.
Deputy Prime Minister Ho Duc Phoc
Mr. Bui Thanh Son (62 years old), from Tay Mo Ward, Nam Tu Liem District, Hanoi; has a master's degree in international relations. He is a member of the Party Central Committee for the 12th and 13th terms; a National Assembly delegate for the 14th and 15th terms; and Minister of Foreign Affairs from 2021 to present.
Deputy Prime Minister Bui Thanh Son
Previously, the National Assembly passed a resolution approving the dismissal of Mr. Tran Luu Quang from the position of Deputy Prime Minister because he was transferred and assigned by the Politburo to hold the position of Head of the Central Economic Commission on August 16. The National Assembly also passed a resolution approving the dismissal of Mr. Le Minh Khai from the position of Deputy Prime Minister after he retired.
Before approving the appointment of three new deputy prime ministers, the National Assembly also passed a resolution to add five deputy prime ministers to the Government for the 15th National Assembly term, an increase of one deputy prime minister compared to the beginning of the term. After the National Assembly approved the appointment of three more deputy prime ministers, the Government consists of Prime Minister Pham Minh Chinh and five deputy prime ministers: Nguyen Hoa Binh, Tran Hong Ha, Le Thanh Long, Ho Duc Phoc (also Minister of Finance), and Bui Thanh Son (also Minister of Foreign Affairs).
Approval of appointment of Minister of Natural Resources and Environment, Minister of Justice
Also on the afternoon of August 26, with 426/426 National Assembly deputies participating in the vote, the National Assembly passed a resolution approving the proposal to appoint Mr. Do Duc Duy, Secretary of Yen Bai Provincial Party Committee, to hold the position of Minister of Natural Resources and Environment; Mr. Nguyen Hai Ninh, Secretary of Khanh Hoa Provincial Party Committee, as Minister of Justice for the 2021-2026 term.
Mr. Do Duc Duy (54 years old), hometown Thuy Van commune, Thai Thuy district, Thai Binh; master's degree in construction. He is a member of the 12th Party Central Committee, Secretary of Yen Bai Provincial Party Committee, Head of the National Assembly delegation of Yen Bai province, and a delegate of the 15th National Assembly.

Mr. Nguyen Hai Ninh (48 years old), hometown Binh Minh commune, Khoai Chau district, Hung Yen; PhD in law, bachelor of administration. He is a member of the Party Central Committee, terms XII (alternate), XIII; Secretary of Khanh Hoa Provincial Party Committee.

Earlier, in the morning of the same day, the National Assembly passed two resolutions approving the dismissal of Mr. Dang Quoc Khanh from the position of Minister of Natural Resources and Environment and approving the dismissal of Deputy Prime Minister Le Thanh Long from the position of Minister of Justice.
Election of Chief Justice of the Supreme People's Court and Chief Prosecutor of the Supreme People's Procuracy
Also at the session, the National Assembly dismissed Mr. Le Minh Tri from the position of Chief Justice of the Supreme People's Procuracy to elect him as Chief Justice of the Supreme People's Court for the 2021-2026 term. The resolution on the election of Mr. Le Minh Tri was passed by the National Assembly on the afternoon of August 26 with 438/438 National Assembly deputies participating in the vote in favor.
Immediately after the National Assembly passed the resolution, the new Chief Justice of the Supreme People's Court, Le Minh Tri, performed the oath of office: "Under the sacred red flag with yellow star of the Fatherland, before the National Assembly and voters nationwide, I, Chief Justice of the Supreme People's Court of the Socialist Republic of Vietnam, swear: To be absolutely loyal to the Fatherland, to the people, to the Constitution of the Socialist Republic of Vietnam; to strive to fulfill the tasks assigned by the Party, State and people."
In his speech before the National Assembly, the new Chief Justice of the Supreme People's Court said he was happy to take on the new assignment, but also had many concerns and thoughts because he "realized that this was a difficult and challenging task ahead". Mr. Le Minh Tri said that in carrying out his duties, he would strictly follow the leadership of the Party, strictly abide by the Constitution and laws, and fully implement judicial principles; and make the greatest effort to fulfill his oath.
“The most important thing is to build and strengthen the trust of the majority of people in the country's judiciary. Try to implement the motto of "say less but do more" to gain people's trust, increase listening to comments and strictly comply with the supervision of the people, the National Assembly, and National Assembly deputies on the activities of courts at all levels," Mr. Le Minh Tri emphasized.

Also in the afternoon of the same day, the National Assembly elected Mr. Nguyen Huy Tien, Permanent Deputy Chief Justice of the Supreme People's Procuracy, as Chief Justice of the Supreme People's Procuracy for the 2021-2026 term. The resolution on the election of Mr. Nguyen Huy Tien as Chief Justice of the Supreme People's Procuracy was passed by the National Assembly with 439/439 delegates voting in favor.
Mr. Nguyen Huy Tien (56 years old), hometown Dong Tan commune, Dong Hung district, Thai Binh, is Deputy Secretary of the Party Committee of the Supreme People's Procuracy, Permanent Deputy Chief Justice of the Supreme People's Procuracy, before being elected Chief Justice of the Supreme People's Procuracy.

General Secretary and President presented the appointment decision of 3 deputy prime ministers and 2 ministers.
On the afternoon of August 26, at the Presidential Palace, General Secretary and President To Lam presided over the ceremony to announce and hand over the President's decision to appoint Mr. Nguyen Hoa Binh, Mr. Ho Duc Phoc and Mr. Bui Thanh Son as Deputy Prime Ministers; Mr. Do Duc Duy as Minister of Natural Resources and Environment; and Mr. Nguyen Hai Ninh as Minister of Justice. The National Assembly approved the appointment proposals of 3 Deputy Prime Ministers, the Minister of Natural Resources and Environment, and the Minister of Justice on the same day.
The General Secretary and President asked the five newly appointed officials to continue promoting revolutionary traditions, upholding moral qualities, being absolutely loyal to the Party, the Fatherland and the people, wholeheartedly serving the Fatherland and the people, always studying and following the ideology, morality and style of President Ho Chi Minh; striving to be worthy of being exemplary leaders, excellently completing all assigned tasks, actively contributing to the cause of building and defending the Fatherland in the new situation.

In the evening of the same day, Prime Minister Pham Minh Chinh chaired a meeting, congratulated and assigned tasks to 3 new deputy prime ministers and 2 new ministers.
The National Assembly will elect the President at its 8th session in October.
Speaking at the closing ceremony of the 8th extraordinary session of the 15th National Assembly, Chairman of the National Assembly Tran Thanh Man said that according to the program and content of the session, personnel work was carried out strictly in accordance with Party regulations and State laws, achieving high consensus and unanimity among National Assembly deputies.
Chairman of the National Assembly Tran Thanh Man delivered a closing speech at the 8th extraordinary session of the 15th National Assembly.
At a press conference right after the closing session, answering questions from the press, Secretary General of the National Assembly Bui Van Cuong informed that according to the resolution of the Party Central Committee, the National Assembly will elect the position of President at the October session (8th session of the 15th National Assembly).
Discussing further on this issue, Ms. Nguyen Thanh Hai, Head of the National Assembly Delegation Affairs Committee, Deputy Head of the Central Organization Committee, said that according to the plan of the Party Central Committee, from now until the end of 2024, the focus will be on perfecting the positions of senior leaders and authorities at all levels. This is to strengthen the Party's leadership role in the tasks of socio-economic development, culture, national defense, security, foreign affairs and prepare for Party congresses at all levels towards the 14th National Party Congress.
Dismissal of National Assembly delegate Le Thanh Van
On the morning of August 26, at the 8th extraordinary session, with 433/434 delegates participating in the vote, the National Assembly passed a resolution on the dismissal of the XV National Assembly delegate for Mr. Le Thanh Van, former Standing Member of the National Assembly's Finance and Budget Committee.
Previously, on July 10, Thai Binh Provincial Police prosecuted and temporarily detained Mr. Le Thanh Van (60 years old, residing in Chuong Duong Ward, Hoan Kiem District, Hanoi), Standing Member of the National Assembly's Finance and Budget Committee, to investigate the act of taking advantage of his position and power to influence others for personal gain.
The prosecution and temporary detention of Mr. Le Thanh Van is related to the case of Mr. Luu Binh Nhuong (former Deputy Head of the Delegation Work Committee of the National Assembly Standing Committee) and his accomplices accused of extortion and taking advantage of positions and powers to influence others for personal gain, which occurred in Thai Binh province.
