80% of industrial clusters have infrastructure investors
According to the Industrial Cluster Development Plan of Thai Nguyen province for the period 2021-2030, the total planned land area of industrial clusters in Dai Tu district is 244.2 hectares, including 5 industrial clusters: An Khanh 1, Phu Lac 2; Ha Thuong, Cat Ne - Ky Phu and Quan Chu. Up to now, 4/5 industrial clusters have had investors in technical infrastructure with a registered investment capital of VND 1,793 billion, with a total established area of 182 hectares/244.2 hectares.
A typical example is Phu Lac 2 Industrial Park, with TNG Investment and Trading Joint Stock Company (TNG) as the infrastructure investor, established under Decision No. 1862/QD-UBND dated August 25, 2014 of Thai Nguyen Provincial People's Committee (scale of 16.64 hectares), implementation progress until the end of 2027.
Implementing the Project, in 2014, Dai Tu district cleared 6/16.64ha and handed over to TNG to invest in infrastructure construction and a garment factory with a total investment of 200 billion VND to produce garments for export to European countries for brands such as Adidas, Nike, Haddad... Up to now, the factory has more than 35 sewing lines and creates jobs for nearly 2,200 workers, with revenue in 2024 reaching about 1,000 billion VND.
Similarly, An Khanh 1 Industrial Park (over 47ha in size) with An Khanh Thermal Power Joint Stock Company as the infrastructure investor was established before Decision No. 105/2009/QD-TTg dated August 19, 2009 of the Prime Minister promulgating the Regulations on Industrial Park Management, so for many years it could not be newly established because it did not meet the conditions and standards according to current regulations.
However, after Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial parks took effect from May 1, 2024, removing barriers to establishment conditions in a simple and flexible manner, creating a legal basis for establishment conditions for industrial parks, An Khanh Thermal Power Company completed investment procedures and was established under Decision No. 2350/QD-UBND dated September 30, 2024 of the People's Committee of Thai Nguyen province.
Up to now, An Khanh 1 Industrial Park has 2 projects in operation (corresponding to an occupancy rate of over 98%), including: An Khanh Thermal Power Plant Project (An Khanh Thermal Power Joint Stock Company) and Quan Trieu Cement Plant Project (Quan Trieu Cement Joint Stock Company - VVMI).
Quan Trieu Cement Factory - Quan Trieu Cement Joint Stock Company - VVMI operates in An Khanh 1 Industrial Park (Dai Tu) with a capacity of 820 thousand tons/year, providing jobs for more than 300 workers. |
Along with the 2 industrial parks that have been operating stably mentioned above, in 2024, Dai Tu district will establish 2 new industrial parks, including: Cat Ne - Ky Phu industrial park (planned area of 68 hectares) with Thai Nguyen Technical Infrastructure Development Joint Stock Company as the technical infrastructure investor and Quan Chu industrial park (planned area of 50 hectares) with Thai Nguyen Royal Real Estate and Infrastructure Development Joint Stock Company assigned as the technical infrastructure investor.
These industrial parks are oriented to attract projects with the following business lines: supporting industry, high-tech industry, processing, manufacturing, warehouse services... After being established, the investors of the technical infrastructure of the 2 industrial parks are implementing investment steps and achieving certain results. For example, in Quan Chu industrial park, the project investor has had the detailed planning of the industrial park approved; at the same time, they are completing the documents for approval of the investment policy...
Synchronize solutions
The results achieved in the development of industrial parks have contributed to promoting the industrial production value of Dai Tu district. As evidenced by the fact that in 2024, the industrial and handicraft production value of Dai Tu district is estimated to reach more than 10,650 billion VND, an increase of more than 2,038 billion VND compared to 2020 and an average increase of 4.3%/year.
To achieve the above results, Dai Tu district has implemented many synchronous solutions to promote the development of industrial parks. Notably, the district has actively called for and attracted businesses to invest in building modern and synchronous industrial park infrastructure. Along with that, the district has focused on doing a good job of compensation and site clearance for established and expanded industrial park projects.
Mr. Cao Thanh Cuong, Director of Dai Tu District Land Fund Development Center, shared: Implementing the direction of the District People's Committee on speeding up the progress of site clearance for industrial park projects in the area, the Center has mobilized maximum human resources and worked on holidays to count and count land and assets on land of households; regularly coordinate with commune-level authorities and departments to find solutions to remove difficulties and problems arising from practice on the principle of benefiting the people and ensuring compliance with the provisions of law...
In addition to the achieved results, the development of some industrial parks in the district also has some difficulties and obstacles. Specifically, Ha Thuong industrial park (scale of 59.4 hectares) is currently the only cluster without an investor. The difficulty and obstacle is that this industrial park is located in the planning area of Phuc Linh tin mine, Nui Phao tin-bismuth, Nui Chiem tungsten mine under the National Mineral Planning issued by the Prime Minister in Decision No. 866/QD-TTg dated July 18, 2023 (after the Thai Nguyen Provincial Planning was approved). In addition to Ha Thuong industrial park, Cat Ne - Ky Phu industrial park has not yet had its detailed planning approved due to the need to adjust the General Planning of Cat Ne commune to ensure consistency.
To resolve the above difficulties, the Department of Industry and Trade has issued Document 2429/SCT-KHTCTH dated July 29, 2024 to the Department of Planning and Investment requesting to adjust the location of Ha Thuong Industrial Park from Ha Thuong Commune to An Khanh Commune (Dai Tu) in the Provincial Planning to facilitate investment attraction and establishment of industrial parks according to regulations. Regarding the difficulties and problems of Cat Ne - Ky Phu Industrial Park, Dai Tu district has reported to the provincial departments, branches and sectors to consider and adjust the General Planning of Cat Ne Commune as a basis for approving the Detailed Planning of the Industrial Park.
Along with removing existing difficulties in developing industrial parks, Dai Tu district is also focusing on directing specialized departments and commune authorities to focus on doing a good job of compensation and supporting site clearance; speeding up the implementation of resettlement projects for households serving industrial park projects in Dai Tu district; requesting investors to focus resources and ensure adequate funding for technical infrastructure investment projects of industrial parks assigned as investors...
