Accordingly, preschool children, primary school students, and continuing education students will receive tuition support from the province for 9 months of the 2024-2025 school year. For public school students, the payment is 100% of tuition fees. For private primary and secondary school students, the province will support 15,000-60,000 VND/month.
The total amount of money Quang Ninh province plans to spend to support tuition exemption is about 167 billion VND.
Thus, Quang Ninh becomes the 6th locality in the country to completely exempt public tuition fees from kindergarten to grade 12.

Since early August, the Hai Phong Department of Education and Training has announced that for the 2024-2025 school year, the locality will continue to have a policy of exempting all tuition fees for students at all levels from preschool, primary, secondary, high school... in the area. Tuition exemption money is provided from the local budget. Each student is exempted from 9 months of tuition fees/school year.
Last year, this locality also spent more than 400 billion VND from the budget to exempt 100% of tuition fees for students of all levels.
Khanh Hoa Provincial People's Council approved a policy of exempting tuition fees for all public school students, with a 50% subsidy after two years. This comes from the assessment that the local socio-economic situation is still difficult, and people are still affected by natural disasters and epidemics. With about 290,000 students this school year, the provincial budget is expected to spend 75 billion VND.
Vinh Phuc and Ba Ria - Vung Tau also announced full tuition support for public students from kindergarten to high school. Da Nang alone plans to spend 108 billion VND, supporting 100% according to the level approved by the People's Council, in both public and private schools (except for schools with foreign capital). This is the fourth consecutive year the city has implemented this policy.
After assessing the severe impacts caused by Typhoon Yagi, on September 18, the Ministry of Education and Training requested localities to consider supporting students, especially those in areas affected by natural disasters, based on the level of damage suffered by people.
According to Decree 81 (2021) and 97 (2023) of the Government, the ceiling for public tuition fees in preschools and general education ranges from 50,000 to 650,000 VND per student, per month. Currently, localities collect 8,000 to 340,000 VND, depending on the level of education and location. Only 5-year-old preschool children and primary school students are exempt from tuition fees.
By mid-September, more than 40 provinces and cities had approved tuition fees for the new school year. Of these, four localities fully supported preschool children through grade 12, namely Khanh Hoa, Ba Ria - Vung Tau, Hai Phong and Da Nang. Long An in particular reduced tuition fees by 50% for children under 5 years old and 100% for public secondary school students. In addition, students under the policy are supported according to Government regulations.
