According to State regulations, some majors are exempted or have reduced tuition fees when training at universities. This is one of the criteria that candidates need to pay attention to when choosing a major and choosing a school in the 2025 enrollment season.
100% tuition free majors
Decree 97 was issued by the Government on December 31, 2023, regulating the tuition fee exemption policy. Majors exempted from 100% of tuition fees include: Marxism-Leninism; Ho Chi Minh Thought; Tuberculosis; Leprosy; Psychiatry; Forensic Examination; Forensic Psychiatry; Pathology at public health human resource training facilities according to State-ordered quotas.
In addition, the Law on Medical Examination and Treatment, effective from January 1, 2024, stipulates that the State will support two more majors with full tuition and living expenses during the entire course: Infectious Diseases and Emergency Resuscitation.
However, students must achieve academic and training results that meet the requirements for scholarships at training institutions in the State health sector.
Currently, tuition fees for medical and pharmaceutical training are always among the highest, ranging from about 15 to nearly 200 million VND/year, depending on the school. According to experts, the high tuition fees, combined with the long time to study medicine. From entering school to being able to practice, it takes about 8 to 9 years. This is a barrier for many students who want to pursue this field.
The tuition-free policy for some majors not only helps attract students but also aims to encourage and develop high-quality human resources for the country.
Police and military schools are also included in the policy of 100% tuition support for students studying according to State regulations. Here, students also receive allowances for living expenses and meals. These are units managed by the State, so after graduation, students will be assigned tasks and appointed to work.
However, the above policies only apply to the military system of universities, academies, colleges, and intermediate schools of the police and army.
Note on choosing the teaching profession
According to the provisions of Decree 81/2021/ND-CP, the following pedagogical majors are exempt from tuition fees: Preschool Education, Primary Education and Pedagogy of subjects in public secondary schools, High School Education, Special Education, Physical Education, National Defense and Security Education.
In addition, according to Decree No. 116/2020/ND-CP of the Government, students will be supported with two expenses: tuition and living expenses. The support level is 3.63 million VND/month (10 months per academic year). Students outside the exempted majors according to regulations will pay tuition fees at the tuition fee level of the training institution where they study.
However, according to this decree, pedagogical students who have enjoyed the policy but do not work in the education sector after 2 years or 2 full years, calculated from the date of the graduation recognition decision, will be responsible for reimbursing tuition and living expenses according to regulations.
The above tuition-free policy is one of the reasons why the education industry has increased its attraction in the past few enrollment seasons.
Given the attraction of the education sector in the past few admission seasons, Associate Professor, Dr. Do Hong Cuong - Principal of Hanoi Capital University noted that candidates need to consider and carefully calculate when choosing a school and major. Because in reality, through the admission process, there were candidates who scored 26.25 points but still failed 16 wishes to enter the education school and major.
With high scores and few quotas, Associate Professor Dr. Do Hong Cuong believes that this is a “brain-weighing” problem for families. Parents and teachers at high schools need to advise and guide students so that they can make the best choice.
The Ministry of Health has just proposed that the Government study tuition and living expenses support for medical students equivalent to those in the education sector. Accordingly, the Ministry of Health recommends that medical and pharmaceutical students receive tuition support from the State equal to the tuition fees charged by the training institution where they study. This proposal is receiving public attention.
