According to Lao Minister of Planning and Investment Khamjane Vongphosy, Laos and Vietnam are two close neighbors with a long tradition of cooperation, mutual assistance and support throughout the long struggle for independence and national unification, as well as in the protection, construction and development of each country to this day.

"Bite the salt grain in half, break the vegetable in half"

During the period of fighting against the common enemy, the two nations stood shoulder to shoulder, shared the good and the bad, and loved each other like brothers in the family in the spirit of “Biting a grain of salt in half, breaking a piece of vegetable in half”. Up to now, the close relationship and cooperation in all fields of work between the two countries have been increasingly strengthened and are at an unprecedented high level in the history of bilateral relations.

Minister Khamjane emphasized that under the close leadership and direction of the two Parties and States, the ministries, branches and localities of the two countries have proactively coordinated and actively implemented the Agreement on the 10-year Cooperation Strategy (2021-2030); the 5-year Cooperation Agreement (2021-2025) and the cooperation plan for each stage of the two sides effectively in all fields, contributing significantly to maintaining political stability, ensuring national defense, security and socio-economic development of each country; continuing to strengthen and expand the great friendship, special solidarity and comprehensive cooperation between the two brotherly peoples of Laos and Vietnam to become increasingly stronger.

According to Minister Khamjane, over the past years, the Vietnamese Government has provided enormous support to the Lao Government, of which about one-third of this funding is used for human resource development, the remainder is allocated to other projects, including poverty reduction projects.

Extensive in all areas

In addition, the two countries have also strengthened extensive cooperation in all fields according to the agreement between the two sides in each stage and period. Notably, in the economic field, the two sides have actively implemented the agreements between the two governments. The annual meetings of the two countries' intergovernmental cooperation committees have increasingly gone into breadth and depth. The two sides have also actively implemented foreign trade cooperation, thanks to which the value of trade exchange between the two countries has gradually increased over the years.

The Lao Minister of Planning and Investment said that Vietnam currently has more than 400 FDI projects in Laos and these projects have been contributing to the economic and social development of Laos, especially projects in remote areas, such as infrastructure, transportation, social welfare, education and culture, helping to gradually improve the lives of Lao people and make them better and better.

Chairman of the Laos-Vietnam Cooperation Committee Khamjane Vongphosy also highly appreciated the connection between the two economies of Laos and Vietnam, saying that in recent times, the two sides have supported each other in building an independent, self-reliant economy, effectively integrating into the international community; strengthening the connection between the two economies, especially in trade, investment, finance, transport infrastructure, energy, telecommunications, tourism, etc. to expand the scope of cooperation and development between the two countries, while contributing to linking and integrating with countries in the region for further development.

The Lao government is also focusing on implementing plans to develop transport and energy infrastructure projects to enhance investment and business cooperation between Laos and Vietnam, aiming to create maximum benefits for the two countries, such as the Laos-Vietnam railway project, the Vientiane-Hanoi highway, etc.

According to Mr. Khamjane, under the direction of the two countries' senior leaders, the two sides have been increasing incentives for Vietnamese enterprises to invest in Laos, focusing on attracting corporations and companies with financial capacity and expertise, prioritizing investment in clean agriculture, processing industry and potential areas along the Laos-Vietnam border; developing cultural tourism, nature conservation, including developing clean energy in which Laos has great potential such as wind power, hydropower and solar power...

The Lao Minister of Planning and Investment emphasized that in recent times, the Lao Government has attached importance to improving the investment and business environment by cutting unnecessary steps and stages in granting domestic and foreign investment licenses, in order to shorten the investment approval process along with creating transparency at each management level and creating a favorable environment for investment and trade; affirming that this improvement will create confidence for Vietnamese investors to easily invest in Laos, be able to expand production facilities in Lao production areas, as well as participate in the free trade area more easily.

The Lao Minister of Planning and Investment highly appreciated the fact that Vietnamese investors have recently decided to invest in clean, environmentally friendly agriculture in remote areas of Laos where transportation and other infrastructure are still difficult.

Cause of attachment

Explaining the reason why Laos is always the country that attracts the most FDI capital from Vietnamese enterprises investing abroad, the Chairman of the Laos-Vietnam Cooperation Committee said: “In addition to the geographical location of mountains connecting mountains and rivers connecting rivers between the two countries, the reason is because Laos and Vietnam have had a great friendship, special solidarity and comprehensive cooperation for many decades, and the important thing in my opinion is that Vietnamese enterprises and ministries have been and continue to well implement the teaching of 'Helping friends is helping ourselves' of President Ho Chi Minh.

This is the reason why Vietnamese enterprises, despite many difficulties, still decide to invest to help Laos, not only in urban plain areas, but also in remote and disadvantaged areas of Laos, not only for the purpose of pure profit but also for the good political relationship between the two countries.
