Join hands to maintain security and order
The movement of the entire people to protect national security is an activity that gathers a large number of people to participate in maintaining security and order (ANTT), which is the core foundation for building a "people's heart posture", a people's security posture associated with the national defense posture, contributing to protecting a peaceful life, maintaining a peaceful and stable environment for national development. Implementing Conclusion No. 44 of the Central Party Secretariat, our province has set out key tasks and solutions to continue to build and consolidate the movement more and more widely. Over the past 5 years, despite the province's socio-economic conditions still facing many difficulties and challenges, with the determination and efforts of the entire political system and the unanimous response of all classes of people, Binh Thuan has achieved positive results.
Up to now, 100% of villages and neighborhoods in the province have had at least one "self-defense, self-management" model, many of which are effective. In the past 5 years, 11 effective models have been recognized and introduced nationwide by the Department of Building the National Security Movement (Ministry of Public Security). These are the model of "Security cameras to prevent and combat crime" in Duc Linh district, "People's Fund for Security and Order", "Coastal villages that do not use explosives to catch seafood" in Phu Quy island district, "Religious dignitaries participating in maintaining security and order" in the Cham ethnic minority area, Bac Binh district, "Residential area to prevent and combat domestic violence" in Gia An commune (Tanh Linh), "Parish with no law-breaking youth" in Tu Te parish, Duc Tin commune, Duc Linh district...
In addition to efforts to build models, Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations have also promoted the dissemination of policies and laws on security and order, crime prevention to cadres, party members and people in many diverse and rich forms, associated with the fight against and refuting wrong views, distorted arguments, and incitement to cause disorder. Through propaganda and mobilization, cadres, party members, civil servants, public employees, union members, association members and people have raised their vigilance against plots and sabotage activities of hostile forces and reactionary elements. At the same time, awareness of law enforcement and responsibility in the fight against crime and the movement of the whole people to protect national security have been raised. In the past 5 years, through mobilization, people have handed over to the authorities 185 guns of various types (military, air guns, homemade guns), 306 support tools, 2,028 primitive weapons, 124 bullets, 6 grenades, 1,821 firecrackers, 8.1 kg of firecrackers. On the other hand, they have denounced violations of the law and provided valuable information for the authorities to handle and prevent many incidents related to security and order at the grassroots level, preventing the emergence of hot spots.
Key, regular tasks
One of the other important results in the implementation of the movement for the whole people to protect national security is that the fight against all types of crimes has been focused and directed strongly. Thanks to that, the rate of investigation and discovery of cases related to social order has been raised. Specifically, the authorities have investigated, clarified and handled 2,859/3,338 cases of crimes related to social order and social evils (reaching 86%); arrested 2,569 subjects, including 1,186 cases/7,596 subjects gambling. In the fight against drug crimes and evils, the authorities have cracked down on 1,985 cases, arrested 2,815 subjects; established 2,532 management and education records at communes, wards and towns; established 1,411 records for compulsory drug rehabilitation. In addition, 1,856 cases/1,374 subjects violating the law on corruption, economics, and smuggling were also detected and handled.
However, in addition to the achieved results, at the conference to review 5 years of implementing Conclusion No. 44 that just took place, the sectors and localities also pointed out many shortcomings and limitations in building a mass movement to protect national security. Notably, a number of cadres, party members and people have not fully recognized their responsibility in participating in protecting national security and order, and still think that this is the responsibility of the police force. Although propaganda and mobilization work has been innovated, in some places it is still heavy on formality, and the quality of the movement in some places has not met the requirements of the task, especially in industrial parks, private enterprises, and foreign-invested enterprises. Meanwhile, the security and order situation in the province still has potential risks of complexity. Crime prevention, law violations, and movement building in some places are still limited, especially the work of reviewing, summarizing, and evaluating the "Self-prevention, self-management" model. The summary and replication of some effective models are not many and not specific; there are still localities, agencies and units classified as weak in building the movement. Therefore, promoting the achieved results and overcoming the limitations are the things that need to be focused on in the coming time.
Comrade Nguyen Hoai Anh - Secretary of the Provincial Party Committee emphasized that in order to continue to improve the effectiveness of the movement of the entire people to protect national security, Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, and functional forces from the province to the grassroots level need to continue to thoroughly grasp and effectively implement the direction on crime prevention and control, ensuring security and order in the new situation. In the implementation process, it is necessary to identify the movement "The entire people protect national security and order" as a key, regular, and long-term task of Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations. Innovate the content and form of movement building, especially in key areas with complex security and order issues, ethnic minority areas, educational institutions, and industrial parks. Link crime prevention with fighting, promote the building and development of movements in cyberspace; mobilize people to actively fight against crimes and law violations, and refute distorted and inciting arguments of hostile forces.
Strengthen coordination between agencies, units, localities and the participation of the people so that the implementation of the movement becomes increasingly effective and widespread. Improve the quality of construction of residential areas, communes, wards, towns, agencies, enterprises, educational institutions meeting the standards of "Safety in terms of security and order" and advanced examples of the movement, determined to have no units or localities classified as weak movements. Continue to replicate effective models, commend and reward collectives and individuals with outstanding achievements, and at the same time end models that are no longer suitable and ineffective. Build a clean, strong, disciplined, elite, modern provincial police force to meet the requirements and tasks in the new situation, focusing on consolidating and perfecting the specialized force to build the movement of the whole people to protect national security, the communal police force, and effectively carry out the establishment and organization of the activities of the force participating in protecting security and order at the grassroots level.
