"Do not let state agencies become a shelter for lazy people"

Although the number of people affected is quite large, perhaps the largest, about 100,000 people, we have boldly spent significant resources. If approved by the Politburo, it will be a special and outstanding policy, ensuring the rights of cadres and civil servants," he assessed. In addition to the achieved results, the Deputy Prime Minister requested the Ministry of Home Affairs to focus on overcoming shortcomings and limitations, including continuing to think about policies to attract, retain, train and reward talented people. Regarding the tasks in 2025, Mr. Binh said that the implementation of streamlining the apparatus according to Resolution 18 is being carried out very urgently, very drastically, and very determinedly. Ministries, branches, and localities must identify this as the responsibility and task of the entire system, not just the Ministry of Home Affairs - the advisory agency. Along with that, according to him, it must be done very urgently and the determination of the Politburo is to complete on time, before February 10, 2025, Party agencies must set an example in "merging this place, that place". "Government agencies and the National Assembly are still related to legal regulations, but Party agencies must complete the deadline of February 10, 2025. Fourth , the Ministry of Home Affairs must guide ministries, branches and localities to carry out these tasks. "We innovate and create to move forward but must be very calm to prevent risks. A good leader is someone who knows how to rush forward but must also prevent risks," said the Deputy Prime Minister and explained that the risks that need to be avoided are "merging but importing mechanically", merging but with unreasonable places. 6 solutions to be implemented in 2025
To most effectively implement the tasks in 2025, the Ministry of Home Affairs has proposed 6 solutions to be implemented in the coming time. Firstly, focus on completing and submitting to competent authorities to amend and supplement the Law on Organization of the Government, the Law on Organization of Local Government, the Law on Cadres and Civil Servants, to ensure completeness and synchronization of legal provisions in the field of home affairs and related fields to meet the requirements of the apparatus streamlining revolution. Fifth , proactively grasp the difficulties and obstacles in the process of implementing the arrangement and streamlining of the administrative apparatus and administrative units, promptly advise competent authorities to guide and remove them for ministries, branches and localities. Sixth , focus on reforming administrative procedures, reducing inconvenience and compliance costs for people and businesses right from the stage of drafting legal documents.
