Mr. Tan is from Que An commune, Que Son district, has a doctorate in law and a bachelor's degree in English. In 2018, at the age of 39, he was elected Vice Chairman of Quang Nam province, the youngest vice chairman in the country at that time. He was arrested in late 2022 on charges of accepting bribes in the "rescue flight" case. The investigation agency determined that he received money 9 times, totaling 5 billion VND from businesses.

At the meeting on the morning of December 15, the Politburo and the Secretariat assessed that Mr. Tran Van Tan had degraded in political ideology, morality, and lifestyle; violated Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example. The above violations "caused very serious consequences, outraged public opinion, and negatively affected the reputation of the Party organization and local government". Mr. Tan was expelled from the Party by the Secretariat.

At the appeal hearing on December 27, the High People's Court in Hanoi partially accepted Mr. Tan's appeal, reducing his sentence to 5 years in prison. Previously, the court of first instance sentenced him to 6 years in prison.

Also at the thematic session this morning, delegates of the Quang Nam People's Council unanimously dismissed Mr. Le Ngoc Tuong, Director of the Department of Foreign Affairs, from the position of member of the Provincial People's Committee. At the 33rd session (from November 14 to 16), the Central Inspection Committee expelled Mr. Tuong from the Party due to violations during his tenure as Deputy Director of the Department of Culture, Sports and Tourism.
