On the side of Hoang Mai town, there were comrade Le Truong Giang - Member of the Provincial Party Executive Committee, Secretary of Hoang Mai Town Party Committee; comrades of the Standing Committee of the Town Party Committee, People's Council, People's Committee of Hoang Mai town; 17 party members of the Quynh Lap Commune Fisheries Association Party Cell.
Pilot establishment of Fisheries Association Party Cell
Quynh Lap Commune Fisheries Association was established in 2008 with 10 branches and 170 members. At the end of 2019, 10 central villages of the commune merged into 5 villages, so the number of fishing associations was reduced to 5 branches. In 2021, the Party cell here was established with 15 members who are party members (in 2023, 2 more party members were admitted).
The party members who are members of the Quynh Lap Commune Fisheries Association, working in rural party cells, always promote the role and responsibility of party members well. However, in reality, the work of developing the Party; organizing activities of the Party Committee, Party cells and participating in Party activities of party members... encounter many difficulties, because party members and association members spend at least 15 days fishing at sea every month, making it difficult to fully perform the tasks like other party members and association members.
Based on practice, on the basis of assessing the current situation and aspirations of cadres and party members, on July 21, 2021, the Quynh Commune Party Committee established a pilot project to establish a Fisheries Association Party Cell, including 15 party members directly fishing at sea and organized a ceremony to announce the establishment of the Fisheries Association Party Cell on September 22, 2021.
The Party cell maintains a good working regime and diversifies information forms, contributing to helping fishermen who are Party members promptly access the Party's policies and the State's laws and policies, strengthening solidarity and cohesion to support each other and fishermen in fishing, search and rescue, and protecting the sovereignty of the sea and islands of the Fatherland...
The Quynh Lap Fisheries Association Party Cell has adhered to the Charter of the Communist Party of Vietnam, the regulations and instructions of the Party at all levels to fully perform the functions and tasks of the Party Cell. After 2 years of operation, the Party Cell has done a good job of propagating, disseminating and educating the law to fishermen, propagating to 145 fishing vessels not to engage in illegal fishing (IUU) of the European Union; well implementing the 2017 Fisheries Law; the Law on Vietnam's Sea and Islands, the Law on Vietnam Border Guard, the Law on National Borders, etc.
At the same time, effectively carry out the work of mobilizing fishermen to go offshore, promote local strengths, contribute to maintaining annual output of over 30,000 tons, and contribute to protecting sea and island sovereignty, affirming sovereignty and living landmarks at sea.
Since its establishment, the Quynh Lap Fisheries Association has promoted and mobilized 80-110 fishing vessels to participate in offshore fishing in the Hoang Sa fishing grounds, combining protection of sea and island sovereignty; detecting and reporting information about foreign vessels violating Vietnam's territorial waters to the Border Guard and Coast Guard.
Party members in the Party cell actively participate in local military and defense work, mobilize 31 members and fishermen to join the Maritime Militia Platoon, with 3 fleets ready to participate when mobilized by the Town Military Command, participate in 3 self-governing groups to ensure security and safety at sea. Actively participate in rescue work at sea and on rivers, coordinate to guide the anchoring of ships and boats to avoid and take shelter from storms, many cases of incidents are promptly supported by the Party cell. Especially actively participate in rescuing 2 fishing boats that sank on the river; participate in supporting and overcoming some houses that were unfortunately eroded by rain and storms in the commune.
The Party cell built a model, mobilized ship owners to classify garbage, organized garbage collection and brought it ashore when the ship docked, contributing to forming environmental protection awareness among fishermen at sea.
The Party cell pays attention to Party training and development work. In 2022, the Party cell sent 2 people to study Party sympathy. In 2023, the Party cell issued a resolution requesting competent authorities to decide to admit 2 new Party members.
Review and evaluate to replicate the model of the Fisheries Association Party Cell in Quynh Lap commune
Speaking at the conference, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu highly appreciated the effectiveness of the model, which has contributed positively to Party building and mobilizing fishermen to go offshore to work. Especially for localities with a large number of workers related to the sea such as Hoang Mai town.
Affirming that the establishment of the Quynh Lap Fisheries Association Party Cell originated from the local coastal reality and was a legitimate need of Party members, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee emphasized: The establishment of the Party Cell not only overcomes difficulties in living conditions of Party members, contributes to strengthening the Party organization, improving the quality of Party members, but also strongly promotes the core role in leading and directing offshore exploitation and fishing activities and protecting the sacred sovereignty of the sea and islands of the Fatherland.
To promote the achieved results and overcome shortcomings and limitations, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu requested the Quynh Lap Fisheries Association Party Cell, the Quynh Lap Commune Party Committee and related organizations and individuals to strictly implement the Party's leadership methods and principles, promote the spirit of solidarity, criticism and self-criticism, ideological and political education for Party members, and always closely connect with the people and Party cells where they reside.
The Deputy Secretary of the Provincial Party Committee emphasized that the Quynh Lap Fisheries Association Party Cell must become a spiritual support for fishermen to go offshore, stay at sea, actively support each other in exploitation, fishing, support in avoiding and sheltering from storms, in search and rescue. Each cadre and party member should raise awareness of building and overcoming difficulties to build an increasingly strong Party Cell.
At the same time, strictly implement the Party's regulations. Maintain the regime and quality of Party cell activities. Strengthen training and guidance for Party committees and Party cells to improve skills and expertise, and perform assigned tasks well. Pay attention to the work of discovering, nurturing, and recruiting outstanding masses who are members and fishermen into the Party.
The Party Committee leaders continue to identify key tasks in accordance with the specific nature of the Fisheries Association Party Cell such as: Propagating and mobilizing fishermen to go offshore, stick to the sea, exploit seafood while protecting the sovereignty of the sea and islands of the Fatherland and implementing the Fisheries Law well; combating illegal, unreported and unregulated fishing (IUU); search, rescue and salvage work at sea; detecting foreign fishing vessels violating Vietnam's territorial waters and providing information to competent State agencies; propagating and mobilizing fishermen to collect plastic waste at sea, contributing to cleaning the marine environment; actively participating in movements launched by the locality...
Regarding the Standing Committee of Hoang Mai Town Party Committee, comrade Hoang Nghia Hieu requested that it is necessary to evaluate the actual results achieved, limitations and shortcomings to coordinate with the Provincial Party Committee's Organization Board to advise the Provincial Party Committee's Standing Committee on considering the decision to maintain and replicate similar Party cell models, initially in Hoang Mai town.
Lead and direct cadres, party members and fishermen to effectively implement the Program of coordinating the implementation of mass mobilization work "Coast Guard accompanies fishermen" to promote the combined strength of the entire political system, businesses and people in firmly protecting sovereignty, sovereign rights, security, order and safety in the seas and islands of the Fatherland.
The Deputy Secretary of the Provincial Party Committee requested the Party Committee of the Provincial Border Guard Command to increase support for fishermen to develop the marine economy and protect the sovereignty of the sea and islands of the Fatherland; continue to consolidate and strengthen the close and close relationship between the Army and the People. Step up propaganda work and mobilize the People to well implement the Party's guidelines and policies, and the State's policies and laws.
Based on the practical experience of 2 years of piloting the model of the Quynh Lap Commune Fisheries Association Party Cell, the Deputy Secretary of the Provincial Party Committee proposed that the Provincial Party Committee's Organizing Committee coordinate with the Standing Committee of the Hoang Mai Town Party Committee to accurately evaluate and advise the Standing Committee of the Provincial Party Committee to replicate the model of a similar Party cell.
