At the TCD meeting, the complaints and reflections of citizens received and worked with by the provincial leaders and functional departments were further explained and guided by the district TCD officers. Specifically, in the case of Ms. Phan Thi Mai (Da Phuoc Hoi commune, Mo Cay Nam district) who had a dispute over a passageway, the authority to resolve it belonged to the district People's Court, the district TCD officers asked her to follow the instructions.
In the case of Mr. Ho Van Hong (Tan Vien Hamlet, Thanh Thoi B Commune), he reported: The People's Committee of Mo Cay District (now the People's Committee of Mo Cay Nam District) issued Decision No. 2923/QD-UBND dated October 18, 2006 on revoking the land use right certificate (LURC) and adjusting the cadastral records, but then granted the LURC to Ms. Ho Thi Thu Thuy, which covered and overlapped his land, affecting his legitimate rights and interests. In 2021, he submitted a petition to the Provincial Delegation of National Assembly Deputies (NADs) for consideration but received no response.
Representative of the District Citizen Reception Committee explained the incident related to Mr. Ho Van Hong's reflection.
Deputy Chief of Office of People's Council and People's Committee of Mo Cay Nam district Pham Van Nung explained: Regarding the content of Mr. Hong's presentation and reflection, the District People's Committee issued Official Dispatch No. 1242 dated May 29, 2019 in response to Mr. Hong's petition and Official Dispatch No. 2210/UBND-NC dated October 5, 2020 reporting to the Provincial National Assembly Delegation on granting a Land Use Right Certificate to Ms. Ho Thi Thu Thuy according to the content of Mr. Hong's petition.
Previously, the Provincial Delegation of National Assembly Deputies issued Official Dispatch No. 83/DDBQH-VP dated August 16, 2019 regarding the transfer of Mr. Ho Van Hong's petition to the People's Committee of Mo Cay Nam district requesting consideration of Decision No. 2923/QD-UBND dated October 18, 2006 of the District People's Committee. After that, the Provincial Delegation of National Assembly Deputies issued Official Dispatch No. 45/DDBQH-VP dated April 27, 2021 responding to Mr. Hong's petition, along with Official Dispatch No. 2210/UBND-NC dated October 5, 2020 of the People's Committee of Mo Cay Nam district regarding the issuance of a land use right certificate to Ms. Ho Thi Thu Thuy.
Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council Ho Thi Hoang Yen explained to Mr. Ho Van Hong that if he did not agree with the content of Official Dispatch No. 2210/UBND-NC dated October 5, 2020 of the People's Committee of Mo Cay Nam district, he had the right to submit a petition to the People's Committee of Mo Cay Nam district for consideration according to regulations. At the same time, she suggested that Mr. Hong submit a petition to the People's Committee of Thanh Thoi B commune requesting the issuance of a land use right certificate to him. If there is a dispute over land boundaries with Ms. Ho Thi Thu Thuy, he should submit a petition to the People's Committee of Thanh Thoi B commune for mediation and guidance on exercising the right to file a lawsuit according to the provisions of law. The Chairman of the Provincial People's Council assigned the Standing Committee of the People's Council of Mo Cay Nam district to monitor the results of the settlement of this case.
The Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council reminded the district's TCD officials and civil servants and relevant agencies to pay attention to implementing TCD work in accordance with legal regulations.
