To carry out their tasks well, in recent times, leaders of the district's branches have always created conditions for cadres and civil servants assigned to be in charge of hamlets and neighborhoods to attend meetings with the grassroots. Head of the District's Internal Affairs Department Huynh Van Sau said: As both a cadre in charge of communes and hamlets and a department head, he always creates conditions and directs the staff to arrange a reasonable agency meeting schedule for cadres and civil servants to attend meetings with the localities assigned to him.

“However, many cadres, due to their professional work, asked for permission to be absent from the Party cell (CB) activities in the hamlet. Regarding this issue, the department leaders reminded them to try to arrange to attend the meeting to promptly help the grassroots overcome difficulties if any, except in urgent cases. Civil servants of the District Home Affairs Department have recently been assigned to the grassroots and have performed their duties quite well. Thanks to the good implementation of the "grasp" motto, the results of the CB activities in hamlets and neighborhoods have been ensured from the organization, content, and time. The leadership and management role of the Party Committee and the sense of responsibility of Party members have been raised, and the hamlet has organized CB activities quite well,” emphasized Head of the Home Affairs Department Huynh Van Sau.

“The assignment of cadres to be in charge of hamlets and neighborhoods has been effective in recent times. The quality of activities of Party committees and cadres at the grassroots level has been ensured and in accordance with regulations. Cadres assigned to be in charge of communes and hamlets have become more mature, closer to the people and closer to the grassroots level,” emphasized Nguyen Vinh Phuc, Head of the District Party Committee’s Mass Mobilization Committee.

Reporting at the meeting, Deputy Head of the District Party Committee's Organization Board Nguyen Thi Ngoc Bich said: In implementing the motto of "grasping", the members of the Standing Committee of the District Party Committee in charge of regional clusters, the District Party Committee members in charge of communes and towns and the assigned district cadres grasp the situation of the localities to monitor and support. Well perform the role of transmitting information on the Party's policies and resolutions, the State's policies and laws, and the District Party Committee's instructions to the grassroots. Regularly guide, urge, and support the Party Committee and cadres to carry out political tasks, Party building work and building the political system. There are many comments and suggestions for solutions to help the grassroots solve difficult and problematic problems, or reflect to the relevant agencies for consideration. The information and reporting regime is quite well implemented, helping the Standing Committee of the District Party Committee and agencies grasp information to promptly lead, direct, and resolve problems arising at the grassroots level. Many comrades mobilized and connected resources to invest in and develop the socio-economy at the grassroots level.

The commune cadres assigned to monitor households through monitoring and supporting the People's Self-Management Group (NDTQ) have proactively arranged time to attend monthly group meetings, grasp the situation of the NDTQ group's activities, grasp the people's thoughts and aspirations, promptly reflect and report to the Party Committee to find solutions to resolve pressing issues and recommendations of the people. The activities of the NDTQ group have been gradually consolidated and improved, most of them have maintained monthly activities, the rate of households participating in activities has increased, and the content of activities has been innovated to suit the actual situation of the NDTQ group.

Future solutions

As the officer assigned to be in charge of the commune, Head of the Department of Labor - Invalids and Social Affairs of Ho Chi Cuong district suggested: In assigning officers to be in charge of clusters, communes, and towns; monitoring and supporting hamlets and neighborhoods, there should be a long period of time, so that the assigned officers have the opportunity to learn and get up to speed with the work, avoiding the situation of being transferred to another place while grasping the situation. Leaders of agencies and units need to create conditions for officers and civil servants to attend meetings and activities with the assigned localities. The District Party Committee should have instructions for departments and offices to avoid arranging meetings and training sessions on days when localities organize activities.

According to Huynh Van Sau, Head of the District Internal Affairs Department: The policy of commune and district cadres going to the grassroots level has two issues that need attention: conveying the instructions of the Central, province, and district down to the hamlets; and the cadres in charge must learn from the experiences of the grassroots level, in order to summarize the experiences for themselves.

To focus on monitoring and supporting work with the motto "The province grasps the commune; the district grasps the hamlet, neighborhood; the commune grasps the household" effectively, Secretary of the District Party Committee Phan Song Toan noted: The Organizing Committee assigned more cadres to be in charge of regional clusters, to work with the Standing Committee members to closely monitor the situation in the regional clusters. The District Party Committee Office and the District People's Committee researched and arranged limited meetings on the 9th and 15th of each month, except for extraordinary meetings of the province, creating all conditions for assigned comrades to arrange time to go to the grassroots. Party committees at all levels and each member fully exercised the responsibilities and powers stated in Regulation No. 1524-QD/HU dated October 11, 2022 to perform their tasks.

The members of the Standing Committee in charge of the regional clusters, the District Party Committee members in charge of the communes, and the cadres in charge of the hamlets should take advantage of their time to grasp the situation of the communes in the regional clusters, attend monthly meetings of the commune Party Committee to grasp the situation in a timely manner and contribute to solving arising problems or contact relevant units to solve them. Maintain the quarterly reporting regime to the cluster leaders on the situation in the communes, hamlets, and neighborhoods. The cadres should arrange time to attend the activities of the cadres, study and give comments to the cadres on the content of the cadre activities program, and focus on improving the quality of the cadre activities according to Instruction No. 12-HD/BTCTW of the Central Organizing Committee and Instruction No. 16-HD/BTCTU of the Provincial Party Committee Organizing Committee.

For the Party Committees of communes, towns, hamlets, and neighborhoods, review the assignment of cadres and party members in charge of the People's Committees to grasp the situation of households, and make decisions to consolidate and improve to ensure that each People's Committee has at least 1 cadre or party member assigned to be in charge.

Strengthen the relationship of coordination between responsible cadres, promptly grasp information and reflect information about the situation at the grassroots level for district cadres to grasp, especially issues arising in the area. Leaders of hamlets and residential areas focus on building clean and strong cadres in all aspects for cadres who have not achieved the standard. At the same time, consolidate, maintain, improve the quality, and maintain the title of clean and strong cadres in all aspects for cadres who have achieved the standard, avoiding having the title revoked. Organize meetings of party members at the place of residence according to Regulation No. 213-QD/TW to ensure quality.

Through the assessment of the quality of commune and town party committees in 2022, 18/21 party committees completed their tasks well or better, accounting for 85.71%; 2/21 party committees completed their tasks, accounting for 9.52% and 1/21 party committee did not complete their tasks, accounting for 4.76%. Through the assessment of the quality of hamlet and neighborhood cadres in 2022, 110/117 cadres completed their tasks well or better, accounting for 94%; 7/117 cadres completed their tasks well, accounting for 6%.
