Opening the meeting, Chairman of the Law Committee Hoang Thanh Tung said that the Committee will examine a number of contents under its authority, including: The Government's submission on the establishment of Viet Yen town and wards in Viet Yen town, Bac Giang province; The Government's submission on the proposal to add a number of Law projects to the 2024 Law and Ordinance Development Program.
Presenting the Government's Proposal on the establishment of Viet Yen town and wards of Viet Yen town, Bac Giang province, Deputy Minister of Home Affairs Nguyen Duy Thang stated that it is expected to establish Viet Yen town in Bac Giang province on the basis of the original status of 171.01 km2 of natural area and population of 229,162 people of Viet Yen district. Establish 9 wards (Bich Dong, Nenh, Tang Tien, Hong Thai, Quang Minh, Ninh Son, Van Trung, Quang Chau, Tu Lan) on the basis of the original status of natural area and population of 2 towns (Bich Dong, Nenh) and 7 communes (Tang Tien, Hong Thai, Quang Minh, Ninh Son, Van Trung, Quang Chau, Tu Lan) of Viet Yen district.

The majority of opinions of the Law Committee agreed with the Government's Proposal and believed that the Project to establish Viet Yen town and wards in Viet Yen town, Bac Giang province is consistent with the planning, meets the requirements of state administrative management in the urbanized area, creating conditions to promote the potential and strengths of the locality. The Project dossier, order and procedures for establishing the Project fully meet the provisions of law.
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh assessed that the Government's Proposal on the establishment of Viet Yen town and wards in Viet Yen town, Bac Giang province, had been carefully, thoughtfully and fully prepared, and the progress was that in addition to the submitted documents, a draft implementation plan was also attached. The Vice Chairman of the National Assembly also noted that the last months of 2023 and 2024 are the time to urgently carry out the arrangement of administrative units at the district and commune levels. The workload is very large, so it requires a suitable and flexible way of implementing and deploying the work to meet the requirements.

Regarding the Government's Submissions on the proposal to add the draft Law on Chemicals (amended), the Law on Value Added Tax (amended), the Law on Prevention and Combat of Human Trafficking (amended) and the Law on Teachers to the 2024 Law and Ordinance Development Program, the opinion of the Legal Committee basically agrees with the necessity of amending this law. However, delegates suggested that it is necessary to continue completing the draft Law on Teachers and not submit it to the National Assembly Standing Committee to add it to the 2024 Law and Ordinance Development Program. Regarding the draft Law on Chemicals (amended), the draft Law on Value Added Tax (amended) and the draft Law on Prevention and Combating Human Trafficking (amended), the majority of opinions agreed to submit it to the National Assembly Standing Committee for consideration and addition to the 2024 Law and Ordinance Development Program. In particular, the draft Law on Value Added Tax (amended) and the draft Law on Prevention and Combating Human Trafficking (amended) are expected to be submitted to the National Assembly for comments at the 7th Session and approved at the 8th Session. The draft Law on Chemicals (amended) is proposed to be submitted to the National Assembly for comments at the 8th Session and approved at the 9th Session./.
