Comrade Nguyen Dac Vinh, member of the Party Central Committee, Chairman of the Committee for Culture and Education chaired the meeting. Also attending were members of the Committee for Culture and Education; representatives of the Nationalities Council and Committees of the National Assembly; and leaders of relevant ministries and branches.
Speaking at the opening of the meeting, comrade Nguyen Dac Vinh said that, implementing the 2024 work program, at the 7th plenary session, the Committee directly discussed and gave opinions on the draft inspection reports of the Committee on the draft Law on Cultural Heritage (amended) and the National Target Program on Cultural Development for the period 2025-2035.
Regarding the Law on Cultural Heritage (amended), through preliminary examination, the Standing Committee acknowledged and highly appreciated the preparation of the draft Law dossier by the drafting agency. The draft Law has been carefully and seriously prepared, meeting the conditions to be submitted to the National Assembly for consideration. During the process of coordinating the examination of the draft Law, the drafting agency has seriously accepted many comments; there are reports on acceptance and explanation of specific contents.
To serve the review work, the Standing Committee of the Culture and Education Committee has proactively issued a plan, conducted the review according to the process and regulations; organized surveys, seminars, and discussions to solicit experts' opinions on the draft Law. Through research and synthesis of opinions from agencies and experts, there are a number of issues that need to be further discussed thoroughly.
Regarding the National Target Program on Cultural Development for the 2025-2035 period, Comrade Nguyen Dac Vinh said that, implementing the conclusions of the Central Executive Committee and the Resolutions of the National Assembly, the Government recently issued a Resolution approving the Report proposing investment policies for the National Target Program on Cultural Development for the 2025-2035 period, submitting it to the National Assembly for consideration and approval of a resolution on investment policies for the program.
According to regulations, the main contents of the resolution include: objectives, scale, total investment capital, main technology, location, time, implementation progress, mechanisms and solutions, and implementation policies. The program has a wide scope, Chairman Nguyen Dac Vinh asked delegates to clarify the viewpoints in approaching, building the program, methods of designing the national target program, objects, scope of the program, about the program's capital sources, implementation organization, etc.
Speaking at the meeting, Standing Vice Chairman of the National Assembly Tran Thanh Man highly appreciated the Standing Committee of the Committee for Culture and Education for always closely following the Work Program, upholding the spirit of responsibility, frankness, solidarity, democracy, having many innovations and creativity in organizing and operating work; maintaining close contact and coordination with ministries, branches and localities; promoting the intelligence of the team of intellectuals and scientists participating in the professional work of the Committee.
Comrade Tran Thanh Man said that at the 7th session, the National Assembly is expected to give opinions on the draft Law on Heritage (amended) and the investment policy for the National Target Program on Cultural Development for the period 2025-2035. These are important contents, affirming the position, role and importance of culture in the cause of building, protecting and developing the country in the new conditions.

Regarding the draft Law on Cultural Heritage (amended), the Standing Vice Chairman of the National Assembly suggested that the Committee members should continue to study it carefully, closely, thoroughly and cautiously, because this is an important draft law, which is of interest to public opinion at home and abroad, related to many fields and many other laws, ensuring no overlap, no duplication; at the same time, overcoming shortcomings, limitations, and removing difficulties in the practical work of protecting and promoting the value of cultural heritage.
Standing Vice Chairman of the National Assembly Tran Thanh Man noted that it is necessary to focus on fully institutionalizing the Party's viewpoints on preserving and promoting cultural heritage values into specific and highly feasible policies and regulations. In particular, it is important and necessary to stipulate policies to preserve and promote cultural values so that they do not fade away; especially digital transformation in culture, digitalization of cultural heritage; and public-private cooperation in cultural development.
In addition, promote socialization of activities to preserve and promote the value of cultural heritage; renovate and upgrade cultural heritages to develop culture; preserve and promote the value of cultural heritage of ethnic groups in mountainous areas, islands, and ethnic minorities.
At the same time, it is necessary to create a legal corridor and favorable conditions to increase investment, mobilize social resources, decentralize power, improve the effectiveness and efficiency of state management, promote the application of information technology and digital transformation to meet the requirements and tasks in the new situation.
Regarding the investment policy of the National Target Program on Cultural Development for the 2025-2035 period, the Standing Vice Chairman of the National Assembly emphasized that this is a major content that the Government plans to submit to the National Assembly, which is of particular interest to voters, people, and localities. Therefore, the contents of the Program need to carefully calculate resources; consider the use and allocation of resources to ensure focus and key points; have a suitable roadmap to ensure the feasibility of the program...
Emphasizing that the program has a large total investment expected, takes place over a long period of time, has a large scope of impact, and receives great attention from voters and people nationwide. In order to prepare in the most thorough and thoughtful manner, comrade Tran Thanh Man suggested that the Committee for Culture and Education coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and relevant agencies to recommend to the Government to consider which major contents; at the same time, thoroughly discuss how to mobilize, manage, allocate, and use resources for key points.
