Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said that at the 6th Session of the 15th National Assembly, National Assembly deputies discussed and gave opinions on the draft Law on Defense Industry, Security and Industrial Mobilization. Immediately after the session, based on the opinions of National Assembly deputies, the National Assembly Standing Committee directed the Standing Committee of the National Defense and Security Committee to preside over and coordinate with the drafting agency to study, absorb and revise the draft Law.
According to the plan, the National Assembly Standing Committee will give its opinions at the upcoming meeting and is expected to submit it to the National Assembly for approval at the 7th Session (May 2024). Emphasizing that this is a very important Law project, with many specific and outstanding policies to develop the defense and security industry and institutionalize the Party's viewpoints, guidelines and policies on building and developing the defense and security industry and industrial mobilization. Therefore, the National Assembly Chairman suggested that it is necessary to prepare the best possible documents for the Law project before submitting it to the National Assembly Standing Committee for comments and the National Assembly for consideration and approval.
At the meeting, Chairman of the National Defense and Security Committee Le Tan Toi reported on a number of major contents to be absorbed and revised in this draft Law.
After listening to the comments, the National Assembly Chairman highly appreciated the Standing Committee of the National Defense and Security Committee for presiding over and closely coordinating with the Drafting Committee of the Law and the agencies that have absorbed and revised the draft Law. According to the National Assembly Chairman, this is an opportunity to create conditions for the defense and security industry to be consolidated, developed, and enhanced in the context of the need to enhance self-reliance for development, especially since the 8th Conference of the Party Central Committee (13th tenure) issued a Resolution on the Strategy for National Defense in the new situation.
The National Assembly Chairman emphasized that this is a difficult draft law when the original law on Industrial Development is not yet available. The draft law was first developed in the context of two related Ordinances being passed a long time ago (since 2003 and 2008), including: the Ordinance on Industrial Mobilization passed by the Standing Committee of the 11th National Assembly on February 25, 2003 and the Ordinance on Defense Industry passed by the Standing Committee of the 12th National Assembly on January 26, 2008, amended and supplemented on December 22, 2018.

In response to practical requirements, it is necessary to develop a draft Law on National Defense Industry and Industrial Mobilization to institutionalize the Party's new viewpoints, guidelines, and policies; promptly overcome difficulties and shortcomings to meet the requirements and tasks of building and developing the national defense industry and industrial mobilization.
In that spirit, it is necessary to determine the nature of this draft law as issues of principle, institutionalizing the Party's viewpoint. The Government will provide additional regulations on specific and detailed issues to ensure the consistency of the legal system and specificity.
At the same time, relevant agencies closely follow Resolution No. 29-NQ/TW, dated November 17, 2022, the 6th Conference of the 13th Party Central Committee on continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045. Including contents such as: "Developing defense industry and security industry in the direction of dual-use, modernity, self-reliance, closely linked with civilian industry, becoming the spearhead of national industry. Strengthening linkage, transfer, and technology conversion between civilian industry and defense industry, forming a number of shared innovation platforms"; "Strengthen cooperation, joint ventures, associations, and investment of resources to support civilian facilities serving the defense and security industries. Restructure defense industrial facilities, form security industrial facilities that are streamlined, efficient, and modern in the direction of dual-use and modernity"...
The draft law needs to continue to be completed in the direction of closely following the draft law that was commented on at the 6th Session. Relevant agencies should continue to study the Industrial Mobilization Ordinance and the Defense Industry Ordinance, refer to a number of other laws, and further study policy design...
The National Assembly Chairman pointed out that major issues need to be synthesized with opinions from relevant ministries and branches, studied to select optimal options for further discussion. The National Assembly's Committee on National Defense and Security, in coordination with the Ministry of National Defense and the Ministry of Public Security, will coordinate with relevant agencies, on the existing foundation, to absorb and complete major issues in the spirit that before submitting to the National Assembly Standing Committee, the draft law must be carefully, thoroughly, elaborately considered and researched, and closely follow the prescribed procedures.
It is known that at the 6th Session of the 15th National Assembly, National Assembly deputies discussed and gave opinions on this draft Law with 102 opinions. Immediately after the session, the draft Law was received, revised and completed according to the opinions of National Assembly deputies with 7 Chapters and 86 Articles (compared to the draft Law submitted to the National Assembly at the 6th Session, the draft Law was supplemented with 15 Articles, removed 2 Articles, and added some contents)...
