Priority given to Can Gio port, potential to become a special seaport
The seaport system ensures the throughput of 1,249 to 1,494 million tons of goods (of which container cargo is from 46.3 to 54.3 million TEU, excluding international transit cargo); passengers are from 17.4 to 18.8 million. Regarding infrastructure, priority is given to developing international gateway port areas such as Lach Huyen (Hai Phong), Cai Mep - Thi Vai (Ba Ria - Vung Tau), and building an international transit port area in Can Gio (HCMC). In the group of 15 type 1 seaports, Thanh Hoa, Da Nang, Khanh Hoa, and Ho Chi Minh City seaports are planned to have the potential to become special seaports. At the same time, units will study appropriate policies and mechanisms to gradually develop an international transit port in Van Phong (Khanh Hoa) to exploit the potential of natural conditions and geographical location. Planning for the development of Tran De port (Soc Trang) to serve the Mekong Delta so that investment can be implemented when conditions are sufficient. In addition, the Government also requires the capacity of the seaport system to meet the demand for goods with an average growth rate of 4.2 - 4.8%/year; passengers grow an average of 1.2 - 1.3%/year. The major goal in the future is to continue investing in the Can Gio international transit port area, forming a large-scale international transit port cluster of Asian and international stature at the Cai Mep estuary (including Cai Mep and Can Gio wharf areas). At the same time, complete the relocation of ports on the Saigon River, continue to study the relocation of other ports suitable for the development of Ho Chi Minh City's urban space. Also in this decision, the Government approved the adjustment of the investment capital demand for ports providing cargo handling services in the seaport system until 2030 to about 313,000 billion VND (including only ports providing cargo handling services, not including investment capital for the Can Gio international transit port area). Capital is mainly mobilized from non-budgetary capital, enterprise capital and other legal capital sources. State budget capital is focused on public maritime infrastructure; key areas to create spillover and attract investment. The project aims to develop Can Gio international transit port in a synchronous and modern manner, applying smart technology and automation in port management and operation; ensuring factors of economic and social efficiency, environmental protection, especially protecting and preserving the ecosystem of the Can Gio mangrove biosphere reserve.Expected capacity by 2030 is 4.8 million TEUs and by 2047 is 16.9 million TEUs.
