On December 6, Minister of Planning and Investment Nguyen Chi Dung submitted a report to the Prime Minister on the appraisal report of the dossier requesting approval of the Can Gio international transit port project in Ho Chi Minh City.
The project was proposed for investment by a consortium of investors including Saigon Port Joint Stock Company and Terminal Investment Limited Holding SA (a member company of MSC Shipping Line).
The appraisal report has synthesized opinions from ministries, branches and relevant agencies and units.
Submit to the Prime Minister for approval of investment policy for Can Gio super port
According to the submission, the Ministry of Planning and Investment proposed that the Prime Minister approve the investment policy of the Can Gio international transit port project with an area of 571 hectares. The investment capital will be determined based on the project implementation proposal and the Can Gio international transit port research project and will not be less than VND50,000 billion. The Ho Chi Minh City People's Committee is requested to direct specialized agencies to specifically determine the total investment capital during the process of granting the investment registration certificate for the project.
Ho Chi Minh City People's Committee presides over and coordinates with relevant ministries and branches to conduct bidding to select strategic investors to implement the project in accordance with the provisions of the law on bidding and Resolution No. 98...
Attention should be paid to issues of national defense, security, environment, investor capacity; criteria and solutions for effective exploitation of the project, avoiding internal competition among Vietnam's seaports; ensuring publicity, transparency, quality, efficiency, and progress; and absolutely not allowing negativity or waste to occur.
Ho Chi Minh City coordinates with the Ministry of Natural Resources and Environment and relevant agencies to develop environmental protection criteria in selecting investors to ensure no negative impacts on the buffer zone and core zone of the world biosphere reserve.
At the same time, coordinate with the Ministry of Transport and the Ministry of Science and Technology to develop criteria for technology use and seaport operation plans in the project...
Regarding the responsibility of the selected investor: must ensure to contribute enough equity capital to implement according to the committed schedule; deposit or have a bank guarantee on the deposit obligation to ensure project implementation.
Investors may only implement the project after the competent authority has decided on the policy of changing the purpose of forest use to another purpose and changing the purpose of forest land to another purpose in accordance with the provisions of the law on forestry, the law on land and other relevant regulations. Complete environmental protection procedures in accordance with the provisions of the law on environmental protection.
In addition, the investor must ensure the project is implemented according to the approved schedule. Commit to ensuring the correct ratio of transit cargo exploited at the project, not affecting the operations of neighboring ports and seaports...

Can Gio Port has long been in the mind, planning and throughout the strategy of developing the marine economy. The port is considered a large-scale project, bringing great benefits to the country. The construction of Can Gio transit port is to realize the resolutions of the Party and State on the development of the Southeast region and Ho Chi Minh City.
Implementing the Prime Minister's direction, Ho Chi Minh City has recently built, completed and submitted the Can Gio international transit port project. Accordingly, the port is located at the mouth of Cai Mep - Thi Vai River, in Ganh Rai Bay, near international shipping routes passing through the East Sea, convenient for developing an international transit port.

Total project investment is about 4.8 billion USD
According to the proposal, the project has a total investment of about 113,531.7 billion VND (equivalent to 4.8 billion USD). Based on the demand for goods passing through, Can Gio international transit port is expected to be divided into 2 investment phases.
Organize investment in construction and exploitation of phase 1 of the port before 2030 (invest in 2 main wharves/7 main wharves).
Phase 2 (after 2030 - 2045) will continue to invest in completing all remaining main wharves.
