The project aims to supplement power sources for the North and the investor is the National Power Transmission Corporation (EVNNPT) - a member unit of Vietnam Electricity Group (EVN).
The approved project will help reduce the load and avoid overloading of the existing 500kV lines, especially when the transmission capacity is high on the North-Central line and the Northern hydropower plant has low generation.
At the same time, the project also helps improve transmission stability on the North-Central interface, combining the 500kV Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh 1 Thermal Power Plant - Pho Noi lines, contributing to supplementing capacity from power sources in the North Central region to the load center in the Northern region.
The approved project will help reduce the load and avoid overloading of existing 500kV lines.
Along with thermal power plants in the North Central region and renewable energy plants in the Central region, after being put into operation, Nam Dinh 1 Thermal Power Plant will be put into the national power system, creating a connection to the regional power grid.
According to the approval decision, the project to build a new 500kV double-circuit line, approximately 74.4km long, from the 500kV distribution yard of Nam Dinh 1 Thermal Power Plant to the 500kV Thanh Hoa transformer station. The implementation progress is in 2023 - 2025, striving to be completed in June 2024.
The project's investment capital is about 3,086 billion VND, of which the owner's equity is more than 925.8 billion VND, accounting for 30% of the total investment value allocated according to the plan. Commercial bank loans are 2,160 billion VND.
The Prime Minister assigned the Ministry of Industry and Trade to be responsible for state management of projects according to the sectors and fields under its management in accordance with legal regulations; direct and guide the Northern Power Corporation to review and complete project documents as well as technology selection in the feasibility study report preparation step, ensuring safety, maximizing the role and investment efficiency and being suitable for the transmission purpose in the National Power System.
The People's Committees of Nam Dinh, Ninh Binh and Thanh Hoa provinces are required to fully carry out procedures for land allocation, land lease and permission to change land use purposes to implement projects, ensuring compliance with planning and land use plans approved by competent authorities.
EVN and the Northern Power Corporation are responsible before the law for the honesty and accuracy of information, data and content in the project dossier; responsible for mobilizing sufficient registered capital according to schedule to ensure feasibility and responsible for investment efficiency.
These two units must urgently complete the revised environmental impact assessment report and submit it to the Ministry of Natural Resources and Environment for appraisal and approval according to regulations. The decision clearly states that the project can only be implemented after the revised environmental impact assessment report is appraised and approved by the Ministry of Natural Resources and Environment.
