Investors propose two options for building elevated roads on National Highway 51

In the immediate future, the investor has proposed two options for building an elevated road 5.5km and 6.1km long connecting the two intersections of Vung Tau and Gate 11 (Dong Nai).


On February 20, Dong Nai province leaders worked with departments, branches, Bien Hoa City People's Committee and investors to listen to the report proposing the idea of ​​the elevated road project along National Highway 51. The construction location of the elevated road will extend from Vung Tau intersection to Gate 11.

QL51 is currently overloaded, especially during holidays and Tet.

Accordingly, the investor, Ho Chi Minh City Infrastructure Investment Joint Stock Company, has proposed two investment options for the project. Option 1, the project has a route length of 5.5km, of which the overpass is more than 4.9km long. The route is built according to the standards of a 6-lane urban expressway, with a design speed of 80km/h. The project also completes the construction of the Vung Tau 4-way intersection and Gate 11 intersection. This option has a total investment of more than 14,000 billion VND, with a toll collection and capital recovery period of 24 years.

With option 2, the project has a route length of 6.1km, of which the overpass alone is more than 5km long, the project investment scale is similar to option 1. Option 2 has a total investment of nearly 15,000 billion VND, the toll collection period to recover capital is 25 years and 8 months.

At the meeting, after listening to the investor's proposed options and the comments from departments and branches, Vice Chairman of the Provincial People's Committee Ho Van Ha said that the investment in the project is very necessary to reduce traffic congestion in the area. The leaders of Dong Nai province requested the most optimal investment option with criteria of speed, low total investment, aesthetics, limited site clearance and the shortest toll collection time.

Mr. Ho Van Ha, Vice Chairman of Dong Nai Provincial People's Committee, suggested that investors study 1-2 other options to compare and choose the most optimal option. Bien Hoa City People's Committee and related units review to ensure synchronization of planning.

The Department of Transport prepares the working content between the Provincial People's Committee and the Ministry of Construction on overlapping contents between projects, establishing public ownership of National Highway 51, and investment procedures for the project under the form of public-private partnership (PPP).

According to the reporter of Giao thong Newspaper, National Highway 51 is currently degraded and often congested, especially during the morning and afternoon rush hours and during Tet holidays. In particular, the two intersections of Vung Tau crossroads and Gate 11 are locations of heavy congestion, with high risk of traffic safety loss. During Tet holidays, there are times when vehicles take many hours to pass through these two intersections, affecting the travel of people, the transportation of goods of businesses, and the economic development of the locality and the region.

Furthermore, with heavy traffic, when the Bien Hoa - Vung Tau expressway comes into operation, it is feared that the two intersections above will become even more overloaded.
